This is not how the suggestions section works. You do not just say, I think a scary mob should be in the next update, what should it be. You need to flesh out an idea and think it through. This should be in discussion.
Also, In a recent interview (check the forum news page) they said that while dragons aren't totally out of the question, they have no current plans to put them in and it probably won't happen.
Finally, dragons are not scary.

I have it on good authority that it will be Soul-leeches.
Like squid, they do not despawn. They are silent and drop on you from dark ledges like the ones above the new underground ravines coming at the same time in 1.8. They originate/spawn on soul sand, where they can actually move faster than normal. They will originally be found in the nether, but are able to go through portals under the right conditions and will also spawn on soul-sand in the normal world as well.
They will seek out dark areas as well as anything with a soul. You can have one, or more, attached to you and not know it. Each one will slowly draw health from your health bar, slowly enough that there is no damage sound until you are almost dead. If you don't keep an eye on your health bar long enough you might not notice it getting lower since it's so slow. If you are in SMP the soul-leeches will be visible to others if they look at your back, and your character will be 3 gamma levels lighter than normal.
notch has decided to have them in peaceful mode too because even three soul-leeches won't draw health faster than you auto-heal in that mode. So you would really have to not be paying attention to get killed by them. Also, mushrooms pop out of the ground wherever soul-leeches move past them. This should add a little more paranoia to the game atmosphere!
