to mine or to find? to mine it would be to use a diamond pick, but I think iron is the minimum.
To FIND redstone I'd say the best way is to find a really deep cave. If you can find a cave that goes so deep it hits lava, you'll be stocked on redstone for a good while (depending on how much redstone you use, of course)

The best way to find redstone is the same as the best way to find diamond:
1. Dig down until you hit bedrock, then go a few levels up. Y should equal between 10 and 20.
2. Dig a corridor two blocks high and one block wide and continue it until you hit lava.
3. Move three blocks over and dig another corridor parallel to the last one. There should be two blocks between each corridor.
4. Repeat ad infinitum.
