Please stop posting threads with wild claims as to what the new block is and where to find it. Several minecraft tools that basically in different ways give you the ability to see all the blocks do not display this block or other known unused blocks such as the cobwebs.
Speculations to what it's intent would be appropriate but since it's not implemented in the current version, any thread claiming to see it in game is not.
