Personally, if you kill/steal in a targetted enough manner, it cannot be considered griefing to me. Here is an example of what I mean: I will get mad if I return to my base to find large holes missing, and my chests gone. If I come home and do not notice anything is different until I open my chest later to find it empty, with no visible destruction, then well done. If someone does the minimal about of damage to me to help themselves, then I will not attempt to have them banned. I may seek revenge, but in a good-sported way, not destroying everything in my path.
Griefing, to me, is when someone does an action to hurt you, not to benefit themselves.
The only thing I really consider griefing is spawnkilling.
Different servers will have different rules. Rules that you will have no say in, so this argument is pointless.
That's why you can go and trash their stuff while they are unprepared while they have no items after you kill them.
But if the settlement is actually defended, then they might not even get that far.
This assumes you know where their stuff is. The game would reward people with small hidden bases or none at all. The most dangerous players are those with nothing to lose.
Defending your stuff 24/7 probably won't be fun and servers will probably not be big enough to rely on allies. We just need more options for defense. Stronger blocks, more effective traps, guard mobs, the controversial landclaim flags, etc. Otherwise a big part of the game (building) isn't viable. And really, what is the point of Minecraft if you can't build?
But if they have nothing to lose, then they wouldn't really be dangerous enough to pose a threat to your well defended establishment/settlement/village/etc. If they have a few good items, they have to get that stuff from somewhere, therefore they would have something to lose.
This is where we get into how overpowered destruction is right now: Anyone who punched down a tree can make a wooden pickaxe and break into your base, steal your iron/diamonds and make good tools, then get to work demolishing your building. If you kill them, they don't care. They already wrecked your base and threw away all of the stuff that you had that they didn't take to make some armor and a better pickaxe.
I think its possible, but my definition has to do with attacking only ONE person over and over again.
Like, lets say someone joins the server, kills this guy, finds his spawn point and never stops killing him.
Everything else is fine by me.

There will indeed be griefing, even if Notch implements some sort of land claim system. A griefer could just run around and ruin the landscape around the border of what you own. The people who say that there will be no griefing don't understand its definition: playing the game with the sole intent to ruin the game for someone else.
That's part of the problem with this whole 'debate'. Griefing isn't a well defined term.
Saying "No griefing allowed!" is about as meaningful as saying "No fnudding allowed!" when it comes to telling people what they are and are not allowed to do.

You do know that griefing is a modern part of the real world? Ever heard of CRIMINALS. Now if Minecraft becomes big, and cities start popping up, forensics will develop, we ask witnesses who they looked like, we send sniffer creepers after them to track their scent. And finally when they get found *BOOM* go the creepers.

I think killing criminals and having them spawn at a random point in the map isn't exactly a step forward in law enforcement.

It' very easy to cause a lot of damage without much investment. A stone pickaxe is really all you need. This is the imbalance. Players with nothing have the advantage over players with buildings, resources and time investments.

All I want is more defensive options. I still want the PvP element and the threat of losing my stuff. I still want banditry, raids and wars. I'll even tolerate griefing. The problem is the lack of incentive for building.

Just wait until one griefer punches down a tree, builds a wooden pickaxe, mines into your base, steals two buckets, destroys the chests, furnaces, and crafting benches, floods your base, places signs saying "lol fag" everywhere, and leaves the server after waiting around just long enough to get your reaction.
