Oh my Lord, you can't be serious. Let's review the current screenshot in question:
1. This is obviously a custom server. You can tell by the yellow text you see in the image about unflooding and physics lagging.
2. The people in the screenshot have red nicks. That means they're either admin or have some user access to it, and judging from the unflooding text, they're obviously unflooding that map (it sometimes appears crosses due to lagging).
3. You can see the names of both players there, if not blurred out by the bad quality. Last time I checked, Notch implemented a system of seeing names via mouse-over almost a month ago, making this image old.
4. You named the image source 'yesforumcrap' and while I don't hold it against you, it raises questions.
This is obviously just people just using a custom server command in order to place water OR they're deflooding the map. They aren't using Cheat Engine for this one. If anything, this image was either taken either in The Archives or in JTE specialized server.
I don't rule out Cheat Engine for most other kinds of servers, but in this case and instance, I do so, mostly because I know the experince of it and have even seen it first-hand.

Yes, it's the Archives custom server. People place blue blocks to make a water block, and red blocks to make a lava block. The video's of an old, fun glitch we found one day which was soon going to be fixed, so I made a video out of it while I could. timeshifter either saw my video and was curious as to how people were placing the blocks and made a topic here, taking a screenshot of my video and unnecessarily making up a story to go along with the question, or, is just messing with us.
The video's supposed to be showing off the glitch, not the water and lava placement! My video is hardly even related to timeshifter's question.
Possibly even a custom server, if he has permissions on that server.
