Not quite. The glass uses an "alpha texture," I believe. There are visible portions of the block, and invisible portions. The benefit being that the client doesn't have to alter the image on the other side of block, so it doesn't use extra memory. At least, that's how I understand it.

There are many games where translucency is a great idea and 100% necessary. Minecraft isn't one of them, from everything I know.
