I have been trying to place a button the top part of a block. I can place it on the sides but, not the top or bottom. I am on PC version
There are two different 'PC' versions,
one [the evolved original Minecraft] is now called Minecraft:java edition [Despite the confusing name change by Redmon, this is the version most people mean when they use Minecraft (with no modifier).]
the second 'Bedrock Edition' or 'Better Together Update' or 'BTU' or 'Win10' is now [per Redmon] Minecraft (no modifier).
The editions differ in a number of way – including the details of how redstone functions.
Note that there are some corner cases: jack-o-lanterns, redstone lamps, slime blocks are listed as partially transparent (rather than opaque) but all of these will accept a button. Top slabs (and upside down stairs) will also accept a button on the 'full' side.

Thank you for the website. I did look over it. I see it says you can but, I am not sure if I am doing something wrong.I have tried on a regular block like quartz and a redstone lamp and still am unable to. I have also tried the shift and place still with no luck.

Which version of Minecraft are you using? I believe this only became possible in the 1.13 update.

For java [AKA Minecraft (the classic original)],

I am playing on Hexxit and I want to say its 1.6.4
