I would like to know how to build an ellipse whose major axis is not parallel to the x or z coordinates; is there any website or tutorial on how to do so?

So, you mean an ellipse that is diagonal? Honestly, I have never looked for such tutorials, but, I am sure they have to exist... Have you tried Youtube?
If not Youtube, then, I would think your best bet is to find an app for your phone/tablet that helps plot out such shapes that ARE z/x parallel and do your best to essentially turn it diagonally... If you catch my meaning.
I tried searching right now, I couldn't find anything; I don't necessarily need a tutorial, if you already know how to do it by yourself I'd love to hear.

Honestly, its not a shape I use very often, let alone that I have ever tried my hand at diagonally... I would think it could be like building a "fat" diamond shape... Heck, let me load up my MC and see if I can try my hand at it.
OH! Another option is to try using grid paper or a grid/drawing program on your computer as well...

Well, it likely won't work unless you do some form of what I showed above... because making oblong/round objects in minecraft is hard enough as it is... let alone making them diagonally. I hope that what I showed helps you out!

My inclination for laying out a curved shape (like an elipse) would be to set it up as a one pixel wide line in some image editing software [eg. GIMP which is free under a GNU license] with the axes of the elipse aligned with the program's x&y to get the size, rotate the figure as desired, and enlarge the image until individual pixels were easily visible. [Overlaying a grid 16x16 pixels (before enlargement) as partly transparent layer in a different color might help keep track of where in the pattern one was....]
The larger your project, the better the curves will look – but the above should help make the structure look as good as possible for its size. (The eccentricity of the elipse will also have an effect with smaller eccentricities looking better.)

Pretty much; yes. Also if i attempt to turn a normal ellipse diagonally it just doesn't work.
