A while back, I created a small ice castle in creative. I came back later in survival, and it was full of skeletons. I was about to light it up, when I realised the ice would melt. Is there a way to have a light source(not the sun) near ice or packed ice without the ice melting? From the tests I've done, blue ice can't melt so I don't have to worry about it melting.

Packed Ice (and the new Blue Ice) do not melt regardless of light level.
Ice, however, "… melt[ s ] into water if the light level immediately next to it on any side is sufficiently high (greater than 11), from light sources other than sunlight."
As of 1.13... mobs can now spawn on normal ice, so careful light placement to keep the light levels on the all the normal ice in your structure between 8-11 (inclusive). [The light levels on the packed- and blue-ice need only be >7.]

It's not something I've encountered and I'm just asking... Did you try a Sea Lantern?

Not on the structure, but nearby I had tried surrounding the different types of ice with different light sources(torches, lava, sea lantern, ect.)

Neither will animals (I think)
The world as a whole stops (Well, that's stretching it but with a few command blocks and extra commands, it's possible)
