Try using the command /execute @p ~ ~ ~ fill ~10 ~10 ~10 ~-10 ~-10 ~-10 air 0 replace water when your near water. Highlight this command and copy it. Then when you're in game near water tap "t" and hold ctrl v to paste.
You can use sponges bec they clear out the water 3x3x3
Sponges clear out a larger area than 3x3x3. It actually has a maximum size of a 7x7x7 diamond (not a cube), but will only absorb 64 blocks before stopping.

only water command I see is for RAIN (sigh) I don't want that
