You made a small mistake with the command. (highlighted in red) It should be:
/fill ~10 ~10 ~10 ~-10 ~-10 ~-10 air 0 replace water
Sponges clear out a larger area than 3x3x3. It actually has a maximum size of a 7x7x7 diamond (not a cube), but will only absorb 64 blocks before stopping.
