1)none of the doors on the upper level are counted as far as village doors go, but given you're currently having problems I'll assume that either you're still under construction or that you've taken it apart to troubleshoot.
2)it looks like you have 18 doors per side. Golems spawn in a 16x16x6 area so this part is good plus you have a little extra room on the edges so those rare spawns probably don't fail either.
3)You only show 2 pods, but I'll assume you have 4 pods and have at least 16 villagers (you probably actually have 20, but the image clarity and angle prevents me from picking out how many are in the pods). You need at least 10 per golem, so you're good on this as well. Villagers can only detect doors up to 16 blocks away/6 blocks upwards/3 blocks downwards, but with the pods centered and full of villagers there shouldn't be any doors not detected.
NOTE: given that the basic size of the iron farm has to extend into a minimum of 4 chunks (2 on the x axis and 2 on the z axis, but if you centered the farm on a specific chunk then it's actually extending into 9 chunks or a 3x3 square), it is sometimes possible that part of the farm remains unloaded and thus some of the doors no longer count when you move away from the farm. This is why you build one in the spawn chunks. You didn't specify where you built it.
4)I see one building near the farm, and maybe a second one (being a top-down shot, it's hard to tell if the garden is just a vanilla-village garden or a building with a garden on top) and it looks like it may be too close. Are there any wooden doors on that building? You didn't provide any info about what other buildings may be nearby, but doors that are within 32 blocks of the iron farm that happen to satisfy village house requirements will cause the center of the village to shift away from the iron farm spawning chamber and likely somewhere outside it. Might want to go on a search for free-roaming golems.
5)I may be mistaken, but I believe the console versions have a hard cap on ALL mobs, where absolutely nothing else will ever spawn. I don't know the specifics, but I do know it applies to everything rather than a subset (ie, not just hostile mobs, not just passive mobs, etc). In the PC version, there are only caps for the specific groups--hostile, passive, water, and ambient (bats).

The entire upper spawn floor looks like it's out of the spawn area as well (it's too high up). The spawn area is 3 blocks below and 3 blocks above the block the doors are placed on. The upper floor has to be at the level of the top of the door.
You need a minimum of 10 villagers and 21 doors (houses) for golem spawning (note that you need 29 doors to breed 10 villagers). Having more doors than that will not give you more iron. If you want golems to spawn faster, you need more villages, not more doors.
Here's is my iron farm. It has six villages separated by more than 65 blocks.
It originally had a small pigman spawner in the center to give me some gold as well...
But I have since replaced the pigman spawner with a creeper spawner for gunpowder.
It's no iron titan, but it has been working since the early 1.8 release through lots of changes, while many of my other farms have broken and needed to be fixed, and it gives me more iron than I need for my single player world.
If you move the bottom doors up one block the top spawn floor will be in range, there should be four blocks of air space in between the top and bottom floors. You can get rid of the top doors all together. And like everyone else said, get rid of any wooden doors around the farm. It looks like a village under it, if there are any doors and villagers down there its messing with your village center.
The cap on Iron golems is 16. So you shouldn't have an issue there.

I made an iron Farm on xbox 360 and it doesn't seem to work
