It sucks not having a ranged weapon early in the game.
Getting hold of a bow and arrows is very difficult early on, particularly arrows. Skeletons do not really drop enough arrows to be helpful, and gathering flint and feathers is time consuming and does does not provide enough arrows to be all that useful.
So ...
Q. What do you do when you don't have a useful ranged weapon early in the game?
A. Throw rocks.
A rock is a throwable item similar to eggs and snowballs (with a much slower rate of fire of course). It can be crafted from cobblestone (1 block of cobblestone = 4 rocks), making it available as soon as the player starts mining. However, rocks only do light damage to mobs (1 damage) and have a weak knockback. They also have a much shorter range than arrows.
This means rocks would be useful to players early in the game when the player is fending off his first attacks from zombies and creepers, but will probably be abandoned as a weapon once the player gets a bow and a good supply of arrows.
(I skeleton farms!)
Quick Recap: My suggestion is rocks would be good early game content as a player's first ranged weapon before better weapons are available.
....
<a few extra thoughts>
As a sort of addon for rocks, I would like to suggest the abilty to craft a sling out of leather. A sling would increase the range and damage done by rocks, and could be enchanted. It would still have a lousy range and damage compared to arrows though.
I suppose if one could craft a sling, then it might be possible to craft a staff sling for an even greater increase in range.
Heck! Maybe rocks could be used as ammunition for a future more powerful weapon, such as a blunderbuss. (Blunderbuss + rock + gunpowder + wool (as wadding) = powerful endgame weapon!)
So...instead of running as you could and probably should ten minutes into the game, you throw twenty rocks to knock down one skeleton. Uh-huh...that's not very helpful considering you'll be getting shot at and just standing there for ages allowing other things to gather around.
Three string isn't difficult to get unless you're terrible at fighting, nor is a few arrows to last a night. The sling would quickly become outclassed by a bow as well, making it pretty useless pretty fast and barely ever enchanted.
But really, skeletons are only ever an issue when there are two or more together...in water. Everything else can just be hit back using a sprint attack.
