Villagers on Console Edition are not harvesting or picking up crops unless Mob Griefing is enabled. I've tested it on PS4 & PS3, I imagine it's the same for both XBox consoles.
I've made a Bug Report for it, please Vote for the issue so it's more likely to be fixed.
I suspect this is the reason so many people have been reporting "Villagers aren't harvesting crops"
(Everything below this line was written before I figured out what the problem is)
So with the recent updates to Console Edition, villagers harvest crops. There's no doubt about that - you can see them doing it in villages. But for the life of me I cannot get them to harvest crops when I actually want them to, by using Villager Spawn Eggs.
I was hoping to make an automatic wheat, carrot, and potato farm. So I spawned a Villager, and tried filling up his inventory with Wheat Seeds like online tutorials for PC Wheat Farms show. That's where I hit my first issue; he never even picked up the seeds, even though I trapped him in a one block area with the seeds. Besides that, he never harvested any wheat anyway, even after I gave up and released him from the seeds. Potatoes were the same story, and I didn't bother with carrots.
What am I doing wrong? Do villagers only harvest crops within naturally generated villages? I am using Farmer villagers; specifically Farmers, not even just general brown-coat villagers which include Fletchers, Shepherds, etc.
(I play on PS3 if that makes any difference, but 360 forums are more active right now lol)

One thing I have noticed is that villagers will only plant crops if they are within a village boundary. So, make sure your farms are not too far away from a village center. My village is artificial btw.
If a villager isn't picking up seeds, then his inventory is full.

His inventory wasn't full, I had literally just spawned him. I left him alone with the seeds in a one block space while I went and did other stuff in the nearby area. The seeds were still there every time I checked. Eventually they were gone but I'm pretty sure that's just because they disappeared naturally.
I tried building a home into the side of the farm so he'd have somewhere to live, but that didn't seem to fix it. Then again Villagers will occasionally ignore perfectly good homes so who knows, maybe I'll give that another try.
If all else fails I can always re-purpose a natural village into a Farm for myself, but I'd rather have it built within my city.

The reason they have stopped working is because ye have them to close to the village, move them away, go 65 70 blocks away even more just to be safe, just don't have any doors nearby, then when ye get a farmer village give him one stack of crops, or eight stack of wheat seeds, if wheat plant all the land first and make sure it's fully grown before he gets the seeds, carrots and potatoes are find just one stack and he'll do the rest. Then you want to get a villager of any type, it doesn't matter only thing that matters is this villager must have a clean inventory, he must not get any food what so ever or else it will stop producing, for this I like to cure a zombie villager, because the only way to breed them involves them getting food thus for breaking a farm, I have this villager suspended two blocks in the air standing on carpet with a glass frame around him and stream underneat to catch the crops that the farmer villager tries to past to him, I hope this may help some of ye, the farm I use is designed by a youtuber called " unarybit " and produces 16 stacks an hour and I got two at the moment and building more, once far away from any village they can be stacked from bedrock to build limit, "Nathan Ryan " also done a tutorial for this farm two days ago : )

The only thing is, this is the only Villager on my entire map except one near the very bottom. So there are no Villages to move him away from, as far as I know. I'll check out those videos tutorial though and see if they help, but I've already checked out a few tutorials. I'm building in Creative so I can just use Villager Spawn Eggs

It does not have to be a generated village that would affect it, a village in minecraft, is any door that has more blocks on one side that block light then the other, so we'll say you place a single door on the ground and place four blocks directly behind it, this is classed as a village. So you don't want any doors within 65 meters of you're crop farm or it will eventually break and stop farming. You need two villagers for it one farmer and the other can be of any profession, just it's important that he never gets food, because you want the farmer to keep trying to pass him food to him which will get picked up by you're water strams, I like to use water some use hoppers but I find that hoppers could eventually fill up and eventually corrupt the hungery villagers inventory and stop the farm producing. But yes it should work with spawn eggs I had some trouble with mine at the start in survival so had to test a bit in creative to troubleshoot it but it's been running great since, it's was just a pity Nathan Rayn's tutorial wasn't up when I built mine...

Hmmm okay, I have it actually running within the Free Mart in my city, so there are doors everywhere around it. I'll try building one on a blank map first, so I know I'm doing it right, then I'll try building it on my main map away from the city. Thanks for the help My citizens need carrots, potatoes, and wheat.

I found the problem; they don't pick up or harvest anything if Mob Griefing is disabled. That's going to be quite a problem...can't afford to have Creepers destroying stuff on my server.
