Nether wart grows on soul sand and it doesn't matter what dimension you're in. It also doesn't matter if there is light or water. Both water and pistons will harvest it, so you can pretty much use whatever "farm" harvest design you like best. It doesn't respond to bone meal, so you'll just have to give it time to grow naturally. However, I don't think that's what you're asking about, is it?
Nether quartz, on the other hand, is like an ore... you have to mine it. You can do infinite resets of your nether to get more if you've mined all that your oriiginal nether had accessible already. Other than that, you'd be asking about a duplication glitch...
I love nether quartz and mine tons of it. Use a diamond fortune pic. At least a fortune 2 and save fortune 3 for diamonds unless I have 2 fortune 3's. I mine the nether for all the quartz, glowstone, soul sand etc. I can find then reset and go again. I usually spend weeks mining before I reset to get more. I play on hard survival.

simple, go to peaceful (unless you have special mob) then search your Nether for as many Nether quartz as you can
