When I try to enchant any item in my new TU31 world, I get the same enchantment over and over again on the same tool while in pc we can keep removing tool and placing it back in slot to get a different enchantment! What do I do?!!
The possible enchantments depend only on the player's enchantment seed, the item type and material, and the enchantment level (1–30). Removing the item and putting it back in, clicking on the item slot with a different item, using a different item of the same type and material, replacing or moving the table (but keeping the same number of bookshelves), using a different table with the same number of bookshelves, or replacing or rearranging the bookshelves without changing their total number has no effect on the possible enchantments.
Changing the enchantment levels offered by adding, removing, or blocking bookshelves will alter the enchantments shown, but will not change possible enchantments, using another enchanting table with the previous bookshelf number will show the previous enchantments. The enchantments for a particular enchantment level (with the same seed and item) do also differ depending on which row it appears in, but they are no "better" or "worse" based on the row despite the different resource costs.
Enchanting any item at any enchantment level changes the player's enchantment seed, which will change the possible enchantments for every item at every enchantment level. Thus, if none of the available enchantments for a tool are desired, 1 lapis lazuli and 1 level could bespent to enchant a book or a different tool to refresh the list.
The PC Edition was changed with 1.8... so if your PC Edition is up to date, taking an item out and putting the same item back in should no longer change the offered enchantments on the PC as well. The Wiki goes on to give some strategy tips for enchanting:
I believe you are misunderstanding BPs post. I posted the post above his and I agree with his approach. To change the offered enchantments, throw a Level 1 enchantment on an item or a book... that resets the table for the next enchantment. Then, throw your diamond tool in to see what it then being offered. If you still don't like it, enchant something else at Level1 and try again.You just can't put the item it and pull it out without enchanting it and expect the offered enchantments to change... they don't change unless you actually enchant some thing. Also, if you enchant and then exit without saving because you didn't like what you got, the table will still offer the same enchant when you load the world again. To get away with the "exit without saving" approach, you now have to enchant twice, then exit without saving if you don't like what you got on the second enchant. The first enchant will always come up the same, but the second one in the string will change. (This is a cheat, IMO... and I don't like it... but it does work. It's just a slower, more convoluted version of the old enchanting cheat.

Anyway, back on topic... You're wrong. Two people have already corrected you on the way 1.8 enchanting works. The link to the wiki confirms it. An item must be enchanted for any and all other enchantments to change/update.
