Since tu31 hit I have noticed a few differences with the hostile mobs. Most of them appear stupified and reluctant after being attacked. Even mobs like wither skeletons will stand and stare at you for a second or 2 and if you attack them... Sometimes they literally run away! It was funny at first but now its just depressing. I tried on each difficulty but the dumbfounded reaction persists.
Another thing I have noticed is zombies and skeletons do not spawn with any armor on, ever. I have been playing the same seed, in the same location for quite some time now and I have yet to see an armored mob. Then of course is the Ghast and the Ender Dragon. The only 2 mobs that seem to have improved since the last update. Ghasts throw fireballs more quickly and a lot more accurately.
The other thing I've noticed is that any non-aquatic mob that goes into water will usually swim out 3 blocks and stay there. This includes hostile mobs as well. They will eventually despawn but its just sad to sit across a small river watching a creeper sit there and float. You know all that creeper wants is to blow you up but it can't, literally. It just stays there, dreaming of the moment.
I'm not entirely certain that any of these new behaviors are bugs or just an attempt to "improve" mob AI but it doesn't seem fair
I haven't been experiencing this.. I have had zombies spawn with gold armor on recently.. Maybe it's one of your worlds? Have you had this happen on every world?
No, I've only been on one seed since I found that near perfect seed. I will experiment with a few seeds and come back with analysis.
Edit: After starting a new seed I found a skeleton wearing armor the first night. I wonder what could be causing the lack of armored mobs on my primary seed. Though the behaviors of hostile mobs was still slower than normal, each didn't have the 2 or 3 second pause. Tested creepers, spiders, zombies and skeletons. It raises the question of what could be causing the difference in behavior as well.
The stupidity is kind of annoying, but I barely notice it because my world is unbelievably slow for no reason whatsoever. It's nice not being bugged by blazes, but that's about it for me since the overworld is essentially broken for me.

Creepers seem to be a bit more crafty and ninja-like. Had a few sizzle behind me when I didn't think any mob was around.

Per the Wiki, the chances of zombies spawning with armor in easy difficulty is supposed to be 0%.
I've also noticed passive and hostile mobs forgetting how to path as soon as the get in the water. A very similar, if not the same, thing happened when 1.8 hit on PC. Looks like this may be yet another cut/paste job of the original faulty code by 4J instead of fixing known bugs as they go. For the life of me, I don't understand why we get the same bugs as PC when there has been a known fix for these things at least a year before we get them, mainly because they should know exactly what to look for during testing. Its like being warned about a pothole in the street, seeing it coming, and blowing a tire on it anyway.

Who knows, 4J doesn't seem too eager to share any information about how and why they do the things they do.
The most I can tell whose behavior has changed are either skeletons or Blazes. I literally went into the Nether with no armour to retrieve a Blaze rod for my brewing stand, and killed at least a dozen Blazes with only one or two attacking me. Wither skeletons on the other hand seem super aggressive. Skeletons top side seem to be acting like a enemy in an RPG who has confused casted on them. They've done everything from stare at me dumbfounded to walk away when I hit them. Most of the other enemies and animals seem to be acting normal compared to before the latest update.

I believe I saw a bug reported on the reporting site indicating that hostile mobs were appearing to hesitate or appear neutral.
Can't find it right now, will edit in link later if I can find.

The animals that decide to live on the open sea are the ones that annoy me the most. Señor Creeper can hang out there all he wants.
The "stunned" hostile is an odd feature, but it does buy me time to run like hell from the Wither Skeleton and Witch, so I'm ok with that.

The Wiki doesn't set out an armor spawn rate breakdown for skeletons.
1. Yes, they act strangely, I think it's because of their A.I bug. It also happened in the snapshots and early builds of 1.8.
2. Zombies and skeletons seem to spawn with armor for me.
3. Another bug. Hope 4J fixes it in TU32.
