not a bug. the enchants are random for anything, and enchants will put themselves onto the right things. That is an advantage, so you have more choices where to use the books, since you now have to take what you get, instead of the old way that you could do the unsave enchanting exploit to get the best of the best.
The combining of enchants for different items on one book is a "works as intended" thing and not a bug. Mojang set up the enchant system to work that way on the PC in order to give people more options about where to apply a particular book without having to have quite so many books stored away in their chests. When applied to a tool at an anvil, the book will only give the appropriate enchantment to that tool and the other one will just disappear.
Specifically, a book can and will accept every type of enchantment. It does not make any distinction as to whether or not those enchantments will transfer over to another item. So it is incorrect to say you are getting enchantments that "do not belong together", because as far as the book is concerned they most certainly do belong together.
I am on xbox360. While enchanting Books especially I get combined enchantments that do not belong together.
For example I get
Thorns II - Armor only
Smite IV - Sword
Fortune II - Pick axe
Punch 1 - Bow
Respiration I - Helmet
Sharpness IV - Sword
Its very annoying and I didn't see anything in the change log.

Did they make it so you must have lapis lazuli for enchanting now? I don't remember that being there before
