Trying to decide whether to get a ton of EXP now and keep it til TU31 or if I should enchant now. I know some things are better to enchant now, such as putting Unbreaking 3 on all my armour and weapons, as in TU31 it will be harder to get a single enchantment on a book.
Regardless of which enchanting system is better, building up a ton of XP and holding onto it is ALWAYS a waste of XP. I just did the math for a post a little while ago... so here it is...
The leveling up of XP is EXPONENTIAL, so while it only takes 7 XP to go from Level 0 to Level 1 and only 1,395 XP to go from Level 0 to 30, it takes and addition 7,275 XP to go from Level 30 to Level 60. That is enough to go from Level 0 to 30 five more times if you do a Level 30 enchant every time you hit Level 30 (taking your XP down to 0 each time you enchant). That means you get six Level 30 enchants for the same price of two if you had held onto the XP instead of using it up. It gets worse and worse. For example, to go from Level 60 to 90 takes an additional 15,375 XP... which is enough to get from Level 0 to 30 eleven more times.
The 1.8 overhaul of enchanting will reduce the number of Levels you need to enchant... but it will also cost you some lapis to enchant (which you have to spend some time mining). I believe that some sources of XP (e.g. smelting) will be removed. Whether that's better for worse, probably depends on how you go about getting XP now and whether or not you've been or are inclined to mine lapis.
Regardless, if you're holding onto XP above Level 30 (other than for a specific purpose up to Level 39 for an anvil)... you're just "exponentially" wasting it anyways... best not to wait to enchant at any time, IMO. I actually don't use anvils at the higher levels much either since I can attempt a random enchantment several more times just for the additional Level Up price to get from Level 30 to Level 39. After the change goes in, I'll probably be keeping my XP levels even lower by enchanting more frequently (depending of course, on how much lapis I have on hand as well).
Like UpUp said, it's never a good idea to hold onto XP once you hit 30, unless (like he said) you're saving it for an Anvil usage. However, Anvil costs should now be much cheaper so there's really no point is saving XP for any reason.
As to which system is better, that's really a matter of opinion and play-style. Personally, I'm looking forward to it.

Same here, I never used Lapis except maybe to dye wool or something or gather it for xp. I havent done any enchanting really, so neither way is better or worse to me lol
I only started enchanting just a month or so prior to the update. I was trying to get skulls in the Nether to summon the Wither, and wanted strong armour. So far this system I like pretty well. (Especially since I found enough bookshelves in the seed I am in to make my enchantment table with over 100 left.) The fact that you can't randomly generate enchantments gives books more purpose. So if I run across enchantment I may find beneficial at some time but don't need now, I can enchant a book. Between LL and the new system, I haven't dipped below level 20 just doing the necessary enchantments to my armour and weapons. I have seen a few level 30 enchantments, but mostly peaking around level 15-18. I haven't really tried bookshelf rearranging and most of what I've read up on it is what UpUp_Away posted above. I actually think I will use enchantments more frivolously, so to speak, as it can horde them on books, with the help of LL. So I might be upping the difficulty level on this world, as combat seems a bit too easy with the more efficient enchantment system.

I too am liking the new enchantment system. For one it gives books more of a purpose. I never used them before but to make bookshelves. And the few enchanted books I may have found in chests, if I ever used them, weren't that great that I couldn't afford the experience points myself. And as mentioned, Lapis actually has a purpose.
I have still been getting experience points for mining coal, Lapis and redstone. As well as cooking and smelting ores. So, yeah, experience points are still as readily available as they were before. I think the most I have seen it cost me so far, not having done an enchantment over level 10, is 3 experience points and 3 Lapis. Which makes it much easier for me to put off diamond hunting (other than for the table and a pickaxe) as enchanted iron armour is working just fine for me so far. So between the Nether fortresses and unintentional mining, I am sure to find enough diamonds by the time I am ready for either The End or the Wither.

I'm also far more pleased with this new way of enchanting. I never used to do it before, I just found it to be a hassle having to spend all thirty of my levels when I wanted to enchant my stuff, I find myself enchanting things a lot more often now, and enchanting books is great.
