Yes. 4J lowered the requirement on the Xbox the update right after iron golems were first introduced in response to complaints from players that we could not complete the standard 4-cell Docm77 iron golem farm because of the villager spawn cap on the xbox 360.
4J didn't make any such change, the requirement was changed back in version 1.4.2 or somewhere around there from 16 to 10, to help balance the game a bit and give villages that spawned naturally a chance to survive.
This information isn't widely known because of the fact that the most widely used iron golem farm out there (aka the one by jl2579/panda4994 made famous by DocmM77), and all variations of it pretty much relies on 16 villagers (4 in each basket) with a total of 4 baskets). The design also provides enough doors to reach this limit of 16 villagers. Many users back then believed that villagers impacted where iron golems would spawn, and it wasn't until TangoTex arrived that our knowledge of villages/villagers and all the mechanics were brought to the public.
When beginning a new map I often build a iron farm loosely based on the one mentioned above, only I use 2 baskets, with 5 villagers in each, and exactly 24 doors (I know we only need 21), but I use 24 so that the center point of the spawn area is centered within the farm.
So yeah the min requirements to spawn an iron golem are 10 villagers, and 21 doors. The spawn rate is roughly 1 in 7000 per game tick which works out roughly to 1 every 7 minutes.
Remember that with 1.8 changes coming soon that the 'breeding' mechanic will change, however the basic iron golem farm will still function as it always has, but the village stacking mechanic changes a great deal.

You are absolutely correct and I sincerely apologize for my error in remembering how this came about. I did remember that it had changed from when the iron golems were first introduced on the Xbox, but forgot that Mojang had already made the change on the PC. I don't think we had to wait for the 1.4.2 update equivalent though - so maybe it was that 4J just brought that feature forward (??).
Cire - cancel that question about the number of doors - I see my math logic error now. I generally use 30 doors, making the villager count self-sustainable at 10 in case a zombie spawns in (because I don't restrict the villagers to pods). I tend to make an "open-market" type design and allow them to roam around the perimeters so I have easy access to trade with the villagers. So far, my design hasn't had too many problems with golems spawning outside the "trapped" area... but I suppose it is a risk I'm taking.
Hey buddy, don't fret it, its not a big deal. I believe villagers will breed up to 35% of the total doors. Since I use 24 doors exactly in my snail iron golem design this will allow them to breed up to 8 (rounded up to 9), which isn't enough to spawn golems, But I don't breed the villagers at the farm, rather I ship them in via minecarts.
Personally I only use this type of farm early in the game, once I've established a strong base I generally go with a stacked, self-rebuilding 52 village iron farm. I'm personally looking forward to the next update to see what new design I can come up with, perhaps this time I might actually get the time to pump out a tutorial for it.
Anyhow as I said earlier no need for apologies, we all make mistakes from time to time.

Did you know it only takes 10 villagers to make iron golems spawn? I have 4 iron farms on survival and each one works. 2 only have 10 villagers.
