I've been working on an RPG style server for the past few months and I'm almost ready to open it up, but first i need help with a few things.
1) I need a server name. I want something medieval, something like Middle Earth or Tamriel, but obviously something new!
2) A working economy. Because its Xbox i know its hard to have an economy, but I just need something easy and basic. The world was created on creative so I have access to all blocks and hopefully that will make it easier.
3) A name for each city.
a.) The Human Kingdom
b.) The Wood/Snow Elves settlement.
c.) The Dwarven Mountain Kingdom.
d.) The Orcish Stronghold
e.) The Human Desert Kingdom
4) A set of classes for each race and city, an example being for the Humans, you start as a surf, work your way to cityfolk, can become a nobleman, then a Lord, then if selected by the players and ultimately the host the High King.
5) A general set of rules that no player in any city can break, ie. No griefing, stealing, etc.

I've considered doing the generic LOTR names for everything, but I want it to be original, I do like the name of the server though, that way people who know LOTR know the server type, but as far as the cities go I might go with the LOTR names but I'm interested in seeing if people have other ideas. Thank you!
1, 3.) Names can be some the hardest parts of building a world. There are books designed to help you learn Tolkien's elvish out there. Otherwise a generic name generator like Saincai suggested is probably a good bet.
2.) As far as an economy... I would use gold nuggets as the standard currency. It's up to you to figure out the prices of things, though. For example, if a piece of cooked meat costs 1 gold then an iron sword should probably be around 10 gold. This is beside the point, but I'm not sure how you plan on enforcing this economy. In my Adventure maps I build RS devices that allow you to "pay" by placing a nugget in a chest and a dispenser pops out the item you bought. But I have the feeling you have something else in mind...
4.) Not sure how you plan on implementing Classes, either. Will it be something like, "Complete this quest, get a new set of armor", or will it simply be a titular thing with no effect on the game? Either way, I don't know how I can help you here.
5.) Rules... now these really depend on what type of map/game you want to run.
In a game where the player needs to find/buy their equipment "No Crafting or Villager Trading" are good rules. "Respect the Integrity of the Map" is good if you don't want the player to go burning down towns and busting through walls - especially if there are puzzle traps. You can also impose rules by using the Host Options. Turning "Can Build" off and what-not. Without knowing what "feel" you are going for, again, I can't help much here.
With all these unanswered questions, and the implicit depth of the answers, It sounds like you are still quite far from getting the map "up and running."

Are you looking for strictly LOTR names or just something similar?

Was 3 Am last time I posted, so will give as accurate info from LOTR or the Hobbit series as I can for each:
1) Mithrandir (One of Gandalfs name, always liked this one)
2) Not sure how you would use currency, but from what I have seen Gold is kinda useless for items, so would be a good and normal currency.
3) A name for each city.
a.) Gondor or Rohan are common
b.) Rivendell or Mirkwood (Legolas Home)
c.) Erebor
d.) Gundabad or Moria
e.) Harad
4 & 5 I really dont have answers to
