Me and some friends started a survival world, and really have been wanting to find some horses. We've discovered 100% of the map and there is only one plains bio and no horses are there. Do they randomly spawn? Because we've checked around 20 days. Or are they just spawned in when the world is created and we just got bad RNG? If so do you think they could fix this in a update? Really appreciate it, sorry if this was the wrong thread to post in wasnt sure.
You probably have to open up some room in the passive mob cap limit to get horses to spawn in your plains. You're probably max'd out with other animals, like sheep, cows, & pigs, etc. or in wolves & cats (not sure which of the two group limits the horses fall under). Try thinning out the other animals. If you're not farming animals, looked for wild animals that are trapped in areas smaller than 20 x 20 (since these wild animals cannot despawn on their own).
Mob cap limits are a fact of life on the Xbox 360 because the console itself will continually crash the game without them. It's unlikely that this can be "fixed" by lifting the limits... the console just isn't getting more powerful, so the game has to be kept within the limits the console can handle.

Horses fall under sheep pigs and cows. So those are the ones you need to.... Have taken care of.
Okay thanks! I had a farm full of Chickens, Cows, and Pigs. So ill trim that down and go check it out

Horses also have a natural spawn cap of 25, at least that's the most I've been able to spawn without breeding.
