4J has been aware of this since TU19, and has done some investigating into the cause of the problem. It will hopefully be corrected (along with other bugs) in a future update. Perhaps TU21; Perhaps not.
So the witch huts are there to spawn witches? I thought they were added just as «eye candy» because there are now witches in the game. I'm playing an old game where witch huts will never exist, but I have seen a few witches. Possibly all of them after the update a week ago that let's witches spawn naturally anywhere that's dark.

Correct! TU19 introduced Witch Huts the same way they were originally added to PC. They are supposed to spawn Witches inside them (and can be used to build a Witch farm), but something in the code and/or console limitation prevented that from happening. They would spawn once, but never again (the same thing was happening to Wither Skeletons in the Nether). So 4J pulled forward the update from Java 1.7.2 that allowed Witches to spawn anywhere in the Overworld when light level is 7 or below (although rarer than Zombies or Skeletons), and applied that to the Wither Skeletons, too, in the Nether Fortress. This was released in TU20, but the Witch Huts themselves still don't work. So, for now, they are just "eye candy".
As I post this we are on title update 30 something so witch huts (as far as I know) don't spawn witches, witches spawn randomly throughout the world.
I noticed this as well, spawn when I do my creative fly-by, but when I exit after locating the library in stronghold and getting the coords to dig stair style into it from surface, they no longer spawn in them.
