All of the music discs are CAT. I opened a chest in a dungeon and it had 7 CAT music discs in it lol. I know they like to play the same songs over and over on the radio but this is ridiculous lol.
I've been finding a lot more Cat Discs in Dungeon Chests, as well. I find the 13 Disc, too, but mostly Cat. According to the Gamepedia page, "The music discs '13' and 'cat' are found in 8% of dungeon chests", but their frequency of appearing is not specified.
In the almost year-and-a-half I've been playing on 360, there would be 2 copies of either Disc per Chest at most. In one of the worlds I created this month, I found a total of 11 Cat Discs and 5 13 Discs between only three nearby Dungeons, (3-7 copies of the same Disc within one small Chest). Until I saw your post, I thought I was alone. I passed it off as a glitch in my world generation, (due to the relatively close proximity of the three Dungeons), and I refrained from posting about it in the TU19 Bug thread.
It would be better if the odds of finding either Cat or 13 was very rare. 2-3 per world vs 2-3 per chest would be nice! I'd rather open a chest and discover a couple ingots of gold, an extra saddle, or a name tag. Not 7 more copies of Cat to go with the 4 I already have. lol
