Ok first question, if I delete Minecraft and Re-Download it, will it fix my lag? Second question, if I delete it and Re-Download it, will my worlds be deleted?
Deleting and redownloading is not likely to fix lag. Personally, unless you have a real reason to believe your game file is corrupt, I don't recommend it. That said... Done properly, your worlds should be fine. Done incorrectly and they will be deleted. If deleting the game from your hard drive, DO NOT delete the entire Minecraft folder, but just delete the game file.
Probably. Won't hurt to try it. Depends on what is causing your "lag" in the first place (could be internet connection, etc. which won't solve your problem.)

As stated above, you should make back up copies of your saved game files before deleting and re-installing the game file itself. Make sure it is up to date with the current version before opening up any game files (opening up a newer version game file with an older version game can cause data corruption).
That being said, the current version of the game has some lag issues following the most recent TU, and a re-install will not likely fix those issues.
