Ok with everything that i have read and learned I have built a wither skeleton farm but none are spawning, I carved out the crosspaths. put half-slabs everywhere around spawning pad and made pad 3 tall but still have yet to see one spawn anywhere.
Slime farm - this one disappoints me the most. I have tried everything! I located the slime chunk I have carved to bedrock then built layers in the slime chunk every 4 or 3 tall up from bed rock. Lit up surrounding caves. used jack-o-lanterns to light up spawning pads. Yet not one spawn. If anyone can help me out please do.
P.S. I have done all this in Survival mode on normal so building most of this has taken several days. so for not one spawn of either I'm pretty upset
Wither Skeletons seem to be appearing when the Nether Fortress is generated as the Nether is freshly generated anew, but for some reason, they don't seem to be spawning on their own after that, so resetting the Nether is currently the only way to get more Wither Skeletons until that bug is fixed. It also sounds like leaving the Nether and returning causes those that did generate to despawn.
If you could share with us your Map Seed and the Chunk that you are in (provide at least one x, y, z coordinate(s) inside your spawn area) for your Slime Farm... we might have some people here that could take a closer look a that and maybe see what is going on there.
chunk: going diagonally X=48, Z=-160 to X=64, Z= -176
UPDATE:AHHHH I'm so stupid!!!!!!!!!! On the chunk the x's were negative. In my chunk they are positive:(:(
Thanks for the responses guys! at least I got an answer for one of my problems. The other one was just error. The silly thing was I checked that chunk finder 3 times and never caught my mistake.
What I did for slimes, that I find easier, is to look for them in Swamp biomes. Luckily where I've been building is near a swamp, so at night I just go and kill 'em there. MUCH easier! (Unless you hate battling other mobs to get to your slimy victim. ...)

I don't think Xbox gets slimes spawning in the swamp yet. Could be wrong, I haven't seen any though.

Don't worry Emerald, I only play on 360. I've tried it and it does work. I got a decent amount of slime balls that way.
On the other hand, I have had a friend who said it didn't, but I dont know how he had his game set up. So I wont guarantee results for every person, every world, but I have seen it happen. Its a HUGE relief as opposed to going and mining out a huge chunk.

One thing to add is that (at least on the PC) the moon's phase affects the slime spawn rate. I believe a full spawns the most and a new spawns none (it may be the other way around, though).

Hmm... Good note. I know it wasnt a FULL moon, but it wasnt new either. Is was over half full, I do know that. Think it has something to do with the light level right?
EDIT:
To quote the wiki:
"In swamps, slimes may spawn at night between the heights of 50 and 70 provided the light level is 7 or less. They spawn most often on a full moon, and never on a new moon. More precisely, the game checks if the light level is equal to or less than a random integer (from 0 to 7), then if the fraction of the moon which is bright is greater than a random number (from 0 to 1). If these conditions are met and the altitude is acceptable, there is a 50% chance of spawning a slime."
So, they'll spawn almost anytime, just more likely on a full moon But NEVER on a new moon (all dark).

As for the other...are you sure that it IS a slime chunk? If not, whatever tool you maybe used could very well be wrong.
Stay fluffy~
and the tool i used was this http://chunkbase.com/apps/slime-finder
