Just thought I'd put what I've learned so far.. The horse will despawn if it either:
A. Tied to a post
B. Has a saddle on it
C. Has horse armor on it
Any one or combination of the three will cause the horse to despawn every time.
Taking all items off the horse and leaving it in a fenced in area should allow the horse to stay around, even if you leave the chunk. This has worked every time for me except ONCE. (t was frustrating because the horse jumped 4 and 1/2 blocks, and I had just collected 3 wither skulls so I did not want to reload the world) Anyways, give it a try. I've got 8 tamed horses with no items on them, and they don't despawn.
Unfortunately I don't have name tags on my world because it's old, otherwise I would just name the horses. Hopefully they add name tags to villager trading and fishing eventually..
Had to try this out for myself (on a One, but it should be the same).
Tamed a horse.
Saddled the horse.
Put a lead on the horse.
Got a name tag, put the horse's name on it using an anvil.
Named the horse. (His name showed above him).
Tied him using the lead to a fence post outside my house.
Went off exploring the rest of my map, twice. Horse remained there.
I do know that with a previous horse I did all the above except the naming, and it would despawn if I left (went far enough away for him to be out of sight). It didn't if I was nearby.
That's my experience. Your mileage may vary, batteries not included, etc., etc., etc.

I wish I had read that before now. I was taming horses in the area around my starter base where there was a lot of horses from the beginning, I tamed 10 of them, penned them each in a 5x5 fence-and-gate pens and all despawned as soon as I ventured far enough for them to be out of sight. Now the rest of the untamed horses have disapppeared and no new horses are spawning in that area. It's like the game thinks the tamed horses are still there or something.
Same here. I actuallys stopped playing MC on my 360 and switched to PC becuase it looked like 4J was never going get around to adding horses. And even though horse breeding on PC is all broken and Mojang will likely never fix it, at least the horses you had didn't disappear. And I really like horses--they really add a lot to the game for me.
Since my PC is broken, I decided to go back to MC on my 360 when I heard they added more redstone and horses. But, it turns out, there are serious problems with both. I'm really bummed.
But on the bright side, bats appears to be working just fine.
I honestly believe untamed horses won't disappear if they're trapped or fenced in properly. I've done a few tests on survival and once the horse is tamed it disappears.
Untamed horses appear to act just like other passive mobs and if you pen them or they are unable to move beyond 20 blocks they will not despawn. But yes, once tamed, is when they get buggy and despawn. I had one tamed horse that I rode from one end of the map to to other to my base, stopped it by my house, dismounted, went into my hoouse to get fences to pen it, and I hadn't moved more than 20 blocks from the tamed horse and it despawned.
I have had success with the walkaround posted by PachuroBro although I am still getting tamed hourses despawn after the workaround if I move them to another pen or area. But now I can't get my tamed horses to breed. I feed them a golden apple, hearts started appearing around them but they won't track toward each other. Went into creative to test further and still can't get any tamed horses or donkeys to breed, which again bums me out becuase I really want a mule. Is there a spawn egg for mules? I don't think there is.

Yes, on the consoles there is a spawn egg for horses, mules and donkeys (all in a row)... which is different from the PC (from my understanding).

what about "even when tied" indicates ANYTHING to do with naming them !?

you use the name plate on an anvil to put a name on it then apply it to the horse
