1. My friends keep telling me and telling me that the new 11 biomes from 1.7.1 The update That changed the world are coming like how we got some things from the 1.4 and 1.5 in the 1.3.1 update (Current MCXBLA version). Is this true?
2. Will horses already spawn on already generated chunks/worlds? Like will they already spawn from worlds that where explored before 1.6.4. Or like how endermen spawn on my Beta 1.6 world even though they came out in the 1.8 beta version.

1- There is currently no hint from 4J that the new biomes will be added to the game.
2- Yes. Horses spawn in plains and savannah biomes. We have just the plains biome though.
Killin_dat_mob is correct, there are no (confirmed) new Biomes... and there isn't even the suggestion of a new biome as there weren't any new Biomes added until Java v. 1.7 and we are only being brought up to roughly Java v. 1.6.4 equivalent, which does include Horses which should spawn in Plains Biomes that may already exist in your world(s).

You're thinking in PC terms. As 360 (and ps3) worlds are loaded into memory all at once, there's really no "chunks"- just one "world". Now if the question was worded "Will horses spawn in unexplored parts of the world?"... yes. Explored parts.... no.
As far as I know, there will be no new biomes with this update. Therefore horses will only spawn in one of the (unexplored!) biomes, probably plains. If you've explored it all, might as well start a new world if horses are important to you.
Note this is based on past history of updates- new stuff only shows up in unexplored areas.
I think the OP means, will horses spawn in plains even though you already explored them. My answer is most likely. Because they are a mob and not a biome. If they included a new biome then you'd need to make a new world to get it but seeing as it's horses you asked about, then yeah they may spawn once you update.

There are chunks on the console, the world loads unexplored 'chunks' as you move within 7 chunks of the next chunk. lighting issues and redstone lock issues happen at chunk borders. It is pretty clear that chunks exist in the console version.
But chunks do not unload once they are explored during that active game session. If the host closes the game and reloads the world, chunks will be re-loaded as they are 'encountered'.
MOB spawning has more to do with biome types than world generation (or seeds), it isn't an ore, and plains already exist in the game, so the horse should spawn in plains biomes, whether they have been previously explored or not. A MOB is a random spawn, not a block or item entity, and as such, should be more contingent on the biome Type, not whether a chunk was explored or not.

Don't forget that the villagers also updated from generic to having professions in older saves with the last update, so that's proof right there that the mob mechanics will update accordingly. I also had the exact same issue with ocelots when the biome shift occurred on an old map I had been playing.
Since mob behaviour is different on consoles and multiple attempts to keep old worlds alive (Nether reset, vast amounts of spawn chest items...), horses may spawn alongside everything else.
I don't look at the consoles having "chunks".... though a lot of people feel more comfortable using that term. As I understand it, with the consoles, there's either explored areas (which stays in memory whether you're in it or not) or unexplored (which isn't in memory... yet). There's no "unloading" of "chunks" like the PC (or PE) as you move from place to place. To me, an area of a world is either "explored" or "unexplored"- there are no "chunks" (as most people think of them).
I will concede that some new features of updates will show up in explored areas. Horses might be one of them. As BloodyPhoenix says, it's pretty much speculation. Whether they will or not with this update, who knows? We'll find out for sure shortly. Either I'm right and they won't show up in explored areas, or I'm wrong and (surprise!) they do.

To expand on this... absolutely no MOB's spawn in areas that haven't been 'explored' until after the point those areas do get (eventually) 'explored' and loaded into the game... In fact, there won't be any new MOB spawns in areas that are more than 128 blocks from the player...even in areas that 'have' been explored.
Granted, there is no way to be 100% certain of anything until the game is actually updated and we have proof... but right now, based on previous version updates and MOB spawning in the past. My confidence that horses WILL spawn in already explored plains is higher than my confidence that the comparator will be included with the rest of the redstone updates... which is also pretty high as it is... but since it hasn't been confirmed, I'm not 100% sure of that either.

I am curious as to why Mojang made it so horses don't spawn on superflat worlds when villagers do and practically all the other animals do, save ocelots (that would kill all the chickens), wolves (that would kill all the sheep), and squid (no bodies of water).
Squids can actually spawn if you have enough water , I've seen it .
Like when I went mining in an underground cave with lots of waterfalls. And I suddenly saw a strange block that I couldn't remember having seen before, beside one of the waterfalls. I tried to mine it with the pickaxe... and suddenly it started to «swim»
Superflat is it's own biome type . Horses only spawn in Plains and Savannahs , Villagers don't spawn , but villages can , which leads to villagers . Ocelots only spawn in jungle, wolves in forest, taiga , ect . Squids can actually spawn if you have enough water , I've seen it .
I do realize superflat has its own biome. Villagers do spawn into a newly created superflat world (at least if it is created in survival mode) as long as the villages spawn (just proved it to myself a few minutes ago). It do stand corrected on the squid. They may spawn in a superflat world in survival mode since the villages may have wheat fields which have do have water... so superflat in survival is not completely devoid of water. If we're talking about superflat worlds in creative mode, then what does it matter what animals will spawn naturally or not?. The player can always spawn them by just using spawn eggs... unless for some reason, Mojang decided not to allow horses to be spawned manually by the player on the PC... in which case, they probably won't be able to be spawned on the consoles either.
My point is that really, the most logical expectation unless stated otherwise by 4J, is that whatever is confirmed as going to be added to the consoles from the PC versions will probably behave basically the same as they do in the PC versions (or at least how it behaved in whatever PC version they are going to). While it is still basically an assumption (i.e. speculation), at least it's an assumption based on past practices.
Yes, horses should spawn anywhere in your world, even if the areas have already been explored. They will spawn on blocks that are categorised into the plains biome. Horses will even spawn in worlds that were created in tu1

You need to fix your writing because now I am confused about what you are trying to ask.
