My kids have gotten the minecraft bug and now have got me into it as well. They are starting to buy skins and textures to use and I want to know if one of us buys the texture, can we all use it or does it need to be purchased 3 times for all of us to use it?
I searched the forums and I don't even know the right keywords to use here. Sorry if its a old long debated question..If there is an answer here already just point me to the link.
My guess is that you only have to buy it once for that Xbox and then all accounts on that Xbox can use it both online and offline. I know that offline accounts (local Xbox profiles) can use texture packs purchased by a Gold account on the same Xbox, so I can't see why it would be any different for other Gold accounts playing on the same Xbox. Why don't you just try it out to see if it works or not?
The purchase binds to the game on that console. Once made, anyone that uses that game on that console can use the skin packs, mashup packs, and texture packs. People accessing Minecraft from a different console will have to make a similar purchase (or at least get the trial version) to be able to experience those textures/skins in the same game (when playing online multiplayer).
Example, I've purchased numerous skins/mashup packs/texture packs via my XBox Live Account, but I don't have to play the game at all for my son or any of any of his friends to start playing from their game profiles and using any of that DLC that I had purchased, just as long as they are using the same XBox that I made the purchase and installed the content.
I purchased the candy texture pack, but when my kids go in (we only have one xbox between us) they don't have access to the texture pack and it wants them to purchase it.
Is there a setting or something I need to change so that we can share the texture packs on the same xbox?
If you bought the game and the DLC from that Xbox, everyone on that Xbox should have full access both online (if they have the Gold membership that allows them to play online at all in the first place) and offline. Minecraft is licensed on the Xbox in 2 parts - one to the gamertag and one to the Xbox console on which the purchase was made. If you made the purchase on another Xbox using your account, you will have to transfer the license from that "purchasing Xbox" to the one you want the others to use it on. The purchasing gamertag/profile/account holder has full access to their purchases on any Xbox, but the game and DLC revert to demo versions for any others if the product was not purchased on that particular Xbox. Transferring a console license can be done through your account on the Xbox Live website or from the console itself. Instructions are available on the Live website.

Did you wait for the Texture pack to download and install on the XBox you are sharing? Did you verify that the Texture Pack is working for your account when you load into the game on that console?
If not, then you may be looking at either a failed download or a failed install (since this is only a data file, there is no installation, so it would technically be a failed download).
In the event of a failed download, have the account that made the purchase go through the motions of purchasing it again. When it gets to the screen to accept/confirm payment (if it was already purchased from that account), the payment screen should show a cost of $0/Free to download. Go through the steps to download it again and verify it is working with your account once the download completes by testing it in Minecraft with the account that made the purchase.
