Save size limitations are the problem, and those are set by Microsoft, not the limits of the 360.
And agreeing with everything said above, nobody needs 'infinite' worlds anyways. Not even acheivement hunter as used all the iron in their world.
That said, Microsoft has valid reasons for setting such a rule and part of that reason, I believe, does have to do with the lack of capacity for storage on some versions of the 360, does it not?... which is as much a limit of the console hardware as anything else. So, one can split hairs all day long; but the fact still remains that the Xbox 360 Edition is running fairly smoothly on a console with 1/4 the recommended RAM for Minecraft, a 10-year-old processor, no actual server, and, in some cases, very, very little storage space... and it runs a splitscreen mode to boot. People may not like Microsoft's rules, but the reality is that the Xbox 360 is still a functional gaming system when most "gaming" PCs of the same age have long since hit the recycle bin... and never mind that most phones today have more power and RAM than the Xbox 360... So, Microsoft must have been doing something right (with all their rules) in managing their system for all this time. I still say that if people want the "infinite" world over things like splitscreen, then they should invest some bucks and play on the system that offers them that... the PC... and stop trying to push Microsoft into changing their rules and effectively making the Xbox system into just a "cheaper" PC. If they can't afford a good gaming PC, then now they even have a different "cheap" way out... use their phone instead.

Well yes, the limitations are in place because of memory restrictions. If you had an Xbox that had a completely empty memory, then it would handle larger worlds.
a few things to say and yes what am about to say may butt hurt some fan boys
1. not all 360 were shipped out with the same tech on the inside, awhile back i saw an article on the internet and the devs for mc 360 were talking about that how the old 360 had less of something (not sure what) then the new ones so they said that not everyone would be able to have a bigger world
2. the so called infinite worlds on pe are awful they look bad in every way i have yet to find a good area to build my base there just so ugly
3. again the infinite worlds on pe are laggy i mean there unplayable sharp fps drops lag almost every minute and the game crash like crazy i have tried the infinite worlds on about 5 devices and so far not one can handle them good enough for an enjoyable experice (and some of these devices are s4s Galaxy s3 ipod 5th gen ipod 4th gen and some Galaxy tabs 2 i think)
4. the world size on consoles last gen and current gen are big enough. have you ever ran out of room on a survival world to build more? have you ever ran out of diamonds? emeralds? coal? the only down side is in some worlds there are no mushroom islands or a strong hold but that's on a very rare account.
4. i heard that consoles are only allowed to have a certain size of a save for a game this may affect world size
6. even pc doesn't have endless worlds its 60 million by 60 million but i don't think anyone would run out of items

i think we should all use common sense and logic when we answer and ask a question but always stay open minded
just cause science fails to explain something does not mean its real (afterlife,big foot, ghosts etc..) does not mean its fake try to stay opened mined instead of closed
