I hate when people say command blocks can't be added to the xbox because: "How would we type commands?". I mean, we write signs, so can't we write commands?
The REAL reason why they can't be added is because modding is against the Microsoft Terms of Service. Using commands is alot like modding, no?
I think you misunderstand what Microsoft's ToS means about "modding". They mean altering the game or save file in a way the developers hadn't intended. PC-style "mods" are perfectly legal and within the ToS if 4J releases it.
Besides, command blocks are not mods in any sense of the word. They are part of the PC game. The real reason they probably won't be added to the console versions is because they are extremely code intensive (Hats off to 4J - they got their plates full as it is!), and because the command block is focused on the file-sharing aspect of MC... a feature MS won't allow.
Therefore the functionality of the CB is limited and, frankly, not worth the time to implement.

That's like saying Forge in Halo is violating Microsoft's Terms of Service just because it lets you alter levels and the physics/rules of the game.
It likely hasn't been added yet because out of the 12+ million copies sold, most people probably aren't clamoring for it. Sure there is probably a vocal minority but the overall majority would never use one. Especially since the only way to get a command block is Creative Mode and a lot of people on the console versions don;t like flip flopping between game modes on a world if they can avoid it.
