You don't "make" a "24/7 server"- you just don't "unmake" it (turn your xbox off or play something else besides MC), like UnDead said. Some people think it's important that their friends have the ability to play an ongoing MC world at anytime (literally anytime). They are willing to sacrifice their xbox (or a spare one) and leave it on and running MC constantly. In other words, there's no such thing as MC "24/7 servers" (sounds good though, huh?)- they just mean they leave their xbox on all the time.
Remember that while you can have up to 1000 friends (or "friends", however you want to look at it) in your Friends List, no more than 8 people can play in a world at a time. So while people do this for their friends, most of those friends can't just pop in whenever they feel like it.
Personally, I'd think long and hard before I set one up. Are your (real) friends worth it? What happens to the world when you're AFK? Isn't, say, 6-10PM during the week or over the weekend good enough for your friends to play with you? And lastly, if your "friends" think it's that important to have a 24/7 world they can play in, why don't they set their own up?
The term "server" in Minecraft is really a transport from the PC where they actually do lease server space that is available 24/7. Minecraft on the Xbox is set up such that your Xbox becomes the "host" for the game. So, for the game to be active, your Xbox must be on and you must be playing in that world in order to (have the world launched). Depending on your settings, you might also have to be around to invite or re-invite your friends to join the game.
As Geneo points out, it hard on your Xbox and leaves your world significantly vulnerable to griefing. I agree with Geneo... far better to arrange more limited playing times with your friends. We set up "tee times" to get together to play golf IRL, why not do the same with friends on the Xbox.
Here's what I did. Turn on Xbox. Load MC. Get some cooling on your Xbox. Get a external fan blowing on your Xbox. Goto server section and advertise. When people respond engage them, make them feel like it's their map. It's really not much. Mine is set to creative with auto save off. Griefing hasnt been a issue. Yes I got lava dumped once, but I kinda asked for it by inviting a group of random kids. And yes, my Xbox is on 24/7. But I have players from around the world so some one is usually on. Often it's a full map. It didn't happen overnight. But with some persistance you'll get there.
