4J reads these forums. If they think it is something worthwhile and something that they want to implement, they will go ahead an use them.
As to this idea in particular, and I'm not saying it is a bad idea, but let me highlight some programming pitfalls that everyone seems to have ignored and contrast that with some of the popular opinion I've seen going around these forums.
First of all, the skin that is used for your character/avatar in the game is one contiguous graphic. The proposition above basically would allow a mix and match of individual characteristic features and such to more personalize the player's image to their specific tastes and largely only so that other people can see their skins in a multiplayer environment. It really isn't for themselves as the player generally spends most of their time from the first person perspective for better overall visibility.
Now, there's 2 ways to approach this, 1, the mix-n-match graphic, once chosen, can be saved as a contiguous skin that is compatible with the current Minecraft architecture, or 2, adapt the architecture to accommodate how the skin is applied could be changed to be more piece-meal and allow for multiple sources, or alternatively, can overlay the skin over an existing skin (like armor) but have it be at a graphical layer between the default skin and the armor layer.
Either approach is doable, but would require an additional programming interface to A, create the graphic in the first place and B, apply the skin to the player's avatar within the game.
Now, the general consensus I've gotten in the past when seeing these types of suggestions has largely been more of an interest in developing and advancing the in-game environment and the world in general over the player's or other MOBs particular skin appearance which is arguably almost never looked at by the individual player themselves.
That being said, I personally don't feel that this is the best suggestion out there, and would rather see 4J focus their attention elsewhere. But that is a personal preference of mine, and I really don't play Multiplayer that much to care much about what my character skin looks like to other people.
In-case you haven't noticed 4J focuses on the community and whats best for there game. They have been asked questions regarding skin editing and they have taken into consideration that the majority of the community wants it but they need to find out a way to make it compatible with microsofts terms of use. This is a great and easy way to do so. 4J will make some money and make the community happy. I am getting bored of using movie and video game skins only. I want a skin that looks like me for once. And I'm pretty sure the majority wants to have a skin editor as well.

It should also have a buyable option, Analgamate. You could take heads, bodies, legs and arms from skins YOU bought. It could cost $2.99.

Yea but somebody might try to make a character from another company using those items. Like someone got overalls and a hat and shoes and said they were mario. But i think they should still make skin packs AND part packs. And maybe add little features. Like it would cost like 50 cents to get the option to lets say change the color of it or something. But for them to make LOTS of money they should make a way to send your skin to 4j to put in a daily costum part pack. And it would only cost 1 dollar. And to make up for it you get credit. Like it would say

I didnt see this mentioned, but i would also like to see minecraft animal skins editable as well. For instance I play using the wolf skin. I might want to add something else to it to customize it. So far I've only seen the idea for human skins. Basically expand customization to minecraft animals.
