-I have added skin editor packs suggested by "Wood Block" (thanks man) That you could use in your skin editing.
Before I begin, I am aware that you can not make your own skins like in PC, due to microsoft not wanting users creating skins that are not owned by microsoft or something like that. But this is something different, it will allow players to make skins that look like them, without microsoft getting involved and keeping the community happy.
The skin editor, is not like PC skin making programs where you design it by a digital paint brush or something like that. You could add game made features to your avatar. Like in the avatar editor on the 360.
There are multiple packs that you can buy. A pack is something that has skin editing parts similar to your design a marvel skin editing pack would have like a spiderman head and hulk body. The editor pack there is, is the people pack. The people pack is pretty much like making your skin look like you and is free for everyone. But then 4J will start making skin editing packs from certain microsoft games like Mass effect or Halo. Those will have a trial version and a purchasable version for around 2-4 USD.
So when first starting up the DLC, it will have a screen that says "Welcome to the skin editor!" and it will take you through a tutorial that can be skipped. After the tutorial it brings you to the first option. Are you a boy or a girl. Now don't be alarmed, this is only generates a default avatar for you to choose from, but provides a good starting point based on your gender. After you have surpassed that it will generate a starting avatar for you to start editing.
It will have a mass range of editing icons to choose from, it will be almost equivalent to the avatar editor. You can make physical edits to your avatar like changing your eye color or add manmade features like glasses. Just to be clear, every feature is designed by 4J to make sure everything that they make does not come from other companies like nintendo or sony.
For example I would choose boy and create a semi-tan skinned boy with blackhair, sunglasses, am xbox shirt, jeans, and shoes. Wouldn't it be cool to have something as simple as that. I would love to have something like that.

I agree, this sounds like an awesome idea! I give my total support! If this gets enough support that it is in Mojang's eyes, I could design the menus! But it is the first day of school on the fourth so it could be a weekend job or something. Great idea!
It is a good idea, I've always said I'd love for them to release an editor and sell "part packs" that you could use to build your minecraft avatar with, as that would let them continue to make money. And make no mistake, that is the reason they sell skins- it has nothing to do with copyright. *points to link in my signature*
I love it! its just BRILLIANT! one thing (dunno if this would be like insane idiotic or even possible) is that if ur PC/laptop has a facecam, then it would use it to look at your face, and would copy it onto your skin. Great Idea!

Why not just ask 4J to code an option to incorporate your Xbox profile avatar into Minecraft instead of going to all the hassle of recreating something again from scratch that looks like yourself when any of use who play on the Xbox have already done this for our Xbox profiles? The profile avatars are already OK'd by Microsoft (no possible copyright or content issues). Far less complicated IMO.
Something else Dubstep_Dragon should include to the original idea: Add-on packs: These packs might cost an extra $1, and would include new shirts, faces, hairs, or anything. This way, 4j could continue to make money, and we would get new skin selection. You might also be able to add additional things for the character, which would add to the hat/clothing layer: Sunglasses, 3D backpacks, sweatshirts, anything that you could add that would be presented off of the original model.

Another thing that we could do is have like different games like assassin creed editor, mass effect editor, or a marvel editor like you suggested. Now, I do think that there should be some skins that remain un-editable. I'd imagine that some companies would like to keep their skins non-edited, and non- hanged. Certain licensed skins (For example, some variations of iron man, some Spiderman skins) should stay exclusive to a pre-built skinpack. Also, some of the special model skins (The wither) should also stay exclusive because they have special skin models.
And a few more ideas: All skin packs from now on would include 10 non-editable skins, and 10 swapable skins.
A basic Add-on Pack: Includes a few extra shirts, pants, sleeves, heads and other stuff. Adds variety.
Birthday Add-on Pack- Includes various birthday hats, capes, t-shirts, antenna-fuzzy head things (Don't know what they're called)
Halloween: Pumkin heads, witch hats, various costumes; Christmas: Santa hats, Christmas sweaters, cake hat, turkey hat. There are tons of possibilities!
I think this is an idea that is worth letting 4j know about. But how might we contact them? Twitter might work, but they don't always read the replies. They also have an email: [email protected] , but I don't think that might be the right place to leave the suggestion?

4J reads these forums. If they think it is something worthwhile and something that they want to implement, they will go ahead an use them.

The proposition above basically would allow a mix and match of individual characteristic features and such to more personalize the player's image to their specific tastes and largely only so that other people can see their skins in a multiplayer environment. It really isn't for themselves as the player generally spends most of their time from the first person perspective for better overall visibility.
Now, there's 2 ways to approach this, 1, the mix-n-match graphic, once chosen, can be saved as a contiguous skin that is compatible with the current Minecraft architecture, or 2, adapt the architecture to accommodate how the skin is applied could be changed to be more piece-meal and allow for multiple sources, or alternatively, can overlay the skin over an existing skin (like armor) but have it be at a graphical layer between the default skin and the armor layer.
Either approach is doable, but would require an additional programming interface to A, create the graphic in the first place and B, apply the skin to the player's avatar within the game.
Now, the general consensus I've gotten in the past when seeing these types of suggestions has largely been more of an interest in developing and advancing the in-game environment and the world in general over the player's or other MOBs particular skin appearance which is arguably almost never looked at by the individual player themselves.
That being said, I personally don't feel that this is the best suggestion out there, and would rather see 4J focus their attention elsewhere. But that is a personal preference of mine, and I really don't play Multiplayer that much to care much about what my character skin looks like to other people.

What about my suggestion, Greg - Just programming an option to skin the avatar we create for our Xbox profile over the Minecraft character (giving it the blocky appearance). Would this be readily doable from a programming perspective? That avatar already uses a piecemeal mix and match approach to creating it.

It's doable... but it still has the complexities as noted above, PLUS you are now basically asking 4J to incorporate a separate way of handling the Avatar translation for multiple different platforms, to be fair, any suggestion made here you would have to expect will not ultimately be XBox360 exclusive, but rather would end up being implemented console wide, and what happens for the XBox360 will need to be mirrored for the PS3, PS4, PSVita, and Xbox1. All of which may have a different way of storing and maintaining and accessing the Gamer Avatar Profile. Coupling that with the fact that HOW that information is accessed and saved would be up to MS and Sony's whims that could change with future console updates requiring further patching when it breaks.
Like I said, it can be done, but just how much should they invest into making it happen? Is it really all that worthwhile to do so?

And while the skins already are entirely for show, many people (Playing in single) will change their skins anyways. It's a state of mind; We can't see it, but we like knowing its there.

It would be both. The architecture wouldn't need to be adapted for the 3D parts of the skin. It already exists as the hat layer. That's why some parts of existing skins stick out.
