Is it me or does Mojang want to make Minecraft for the Xbox 360 have Mods that you could have? I know, I know, everyone is gonna go in the comments and spam: THERE DOING IT ON XBOX ONE!!!!. I KNOW. Anyways, I think getting mods would be like this: They make a Forge that you can buy for either $5.00 or Free. I would go with Free. Then, in Help & Options, They'll have a tab saying Mod Marketplace. All mods would be Free, but you would also be able to donate to them if they allow it. I find it nice to once in a while donate to a mod. Also, all of the mod suggestions would be sent to Mojang. All of the most Famous ones would get to go in the coding process. If any blocks, or stuff from the computer they can't add, ( Like Horses. Well, maybe they are out ) they would be scrapped. I would have the Mine & Blade Battlegear 2 Mod, Clay Soldiers Mod, and some more at the beginning!

I honestly can't believe that nearly daily someone starts a thread posing a similar request... and that's not considered spam?
It's not a matter of Mojang or 4J "wanting" or "not wanting" mods in Minecraft. I think it can be assumed that they would love to please their customers by giving them access to some of the most popular mods. The issue is, in no small part, that Microsoft simply does not allow unauthorized programmers to sell or even give away those programs on the Xbox. Community-based program development simply does not legitimately exist on the Xbox. Another issue is that the Xbox is not set up like the internet where mod writers can make money (or at least recoupe some of their expenses) without directly selling the product; but rather by generating hits on a website where advertiser reimburse them for those hits. Many of those popular "free" mods generate sizable incomes to their writers... and they aren't likely going to want to see someone else make money off them on the Xbox when they can't get a cut of that action.
Furthermore, the mods already developed for the PC are encumbered by the EULA that exists between Mojang and the writers of those mods... creating an additional issue concerning the fact that that agreement states that the mod writer cannot sell the mod (so, the question becomes whether or not they can legally "sell" it to 4J for them to rewrite it for sale on the Xbox... and which companies (Microsoft?, 4J?, Mojang? and/or the mod writers) would (a) cover the costs of putting the onto the Xbox and (b) be entitled to cuts of the proceeds of sale.
Potentially, the companies involved are trying to sort out/negotiate their way through the legal and financial issues... it may happen sometime that a few of those mods might get legitimately rewritten and put onto the Xbox as DLC (although many people feel that even that it is highly unlikely). Remember, though, that Rome wasn't built in a day... and people asking daily for mods to be added to the Xbox is certainly not going to speed up the process.

I think it's funny that:
* The unwritten theme of all these threads is out of the thousands of mods out there to choose from the posters somehow think they'll choose the mod they want.
* Posters think that somehow third-party people (who have no internal access to the game) can come up with changes that's better than the actual game developers themselves.
* A virtually universal theme is that these should be free. They don't (or can't) do the work- they want others to do the work for them- for free, of course.
Until and unless the TOS's of MS or Sony changes (and they won't cause there's a lot of other things to consider besides MC), 'mods' will never be allowed on consoles.
Why is this so difficult to get through people's heads?
If mods are so important to you- go play the PC!
This has been discussed before, repeatedly. The ways in which it is against both the Microsoft and Sony ToS have been explained, repeatedly. And the threads have been locked, repeatedly. Very much like this one, in fact.

No, PC-style mods have not been confirmed nor should we expect them on a closed environment (meaning console).
