I've read the description in the game and on the web, but I still don't understand what the dispenser does. I thought it was to throw out any items you don't want (like a trash dispenser).

I'm assuming you actually mean trash disposal. I've never heard of a trash dispenser.
The dispenser is pretty self explanatory. You hook up the dispenser with a redstone charge, using a button, pressure plate, or detector rail, and when activated, it drops items out (dispensing) of the opening. It can also shoot arrows as well.

Most players make lava pits or trash cans with lava that are for disposing of items. Some are actually pretty fancy and have switch activated running water that leads to the lava.
It will dispense anything you put in there. Projectiles, such as arrows, snowballs and fire charges, will shoot out of the front. If there are spawn eggs, then mobs will be dispensed out of the front. Water and lava buckets will flow out of the front, and, if there is an empty bucket inside, then the liquids will be sucked back up with another redstone pulse. Any other items and blocks will just be dispensed out of the front, like they would if you pressed B to drop an item.

Dispensers are very useful if you know how to use them. i recommend playing with them in creative attached to red-stone wiring. A lot of times players will use them for quick deployment of needed items along with fancy switch activated mechanisms. One neat use of them is the dispensers in the roof that drop food onto a dinner table when you press a nearby button. another feature is a dressing room where the player steps onto a pressure plate in the middle and their Armour shoot out of the dispensers, and lands right into their inventory.
I use dispensers in my storage room to gear up. I'll make one full of say stone or iron swords, one full of food, then one filled with each section of armor, and one filled with pickaxes, one filled with shovels, etc, etc.
They are extremely useful when used correctly. They'll be infinitely more useful if 4J adds hoppers. Then you can put a chest above the hopper and a dispenser under the hopper. The chest, via the hopper, will constantly replenish the dispenser with items from the chest.

The thing I really like about dispensers is the emergency inventory after dieing. Like if you are killed in the nether you respawn in your bedroom with multiple dispensers activated by a single pressure plate. The dispensers give you armor, weapons, potions for fire resistance and speed etc. so you can go get your stuff back. Also useful in player versus player to rearm after a battle.
