From what I understand, the 360/PS3/One/PS4/Not PC/I dunno etc. is always ported from companies that are not Mojang.
Plus all versions have to be put through all the different codes for multiplayer through the systems and networks for each console. Then there is the approval for all updates on all the different providers (Sony and Microsoft) on their platforms (PSN, LIVE) on close release dates.
Yes, the Xbox version is ported by 4J Studios, not Mojang.
And while horses had been promised by someone involved with 4J, they did not get added to the last update and no explanation I know of was offered as to why they weren't. And I have not heard a single thing about them being added since, unfortunately, as all the news out of 4J I've heard recently has been about Xbox One and not 360.. This is why I went back to PC as my main MC platform as I was really hoping to get horses and I had even purchased the Xbox version on the expectation that horses were going to be added.
Horses will probably be added in tu21 or later. Though nothing is confirmed yet:

Xbox Tu14: Pc 1.3: Temples, trading
Xbox tu15: Bug fix
Xbox tu16: Bug fix
Xbox tu17: Pc 1.4: Pretty scary update
Xbox tu18: Bug fix (Probably)
Xbox tu19: Pc 1.5: Redstone Update
Xbox tu20: Bug fix (Probably)
Xbox tu21: Pc 1.6: Horse update
