To stop my cow from glitch out the fence if it matter area there fenced in is 10x10...

It might be that the area is too small.

I remember when I had a sheep pen that was 15 by 10 and my sheep kept glitching out however I had about 20 sheep in the one pen.

The cow might just not like you and is trying to get away.

Kill it.
It's the only solution to guarantee that it won't glitch out.
Until 4J changes mob hitboxes...you're stuck with it doing that.
