Its not difficult to understand. So you have a world with rare resourses, or you have a world with normal resourses that you can ignore. Its the same thing, you will have less resourses either way.
what i do is i put it on hard dificulty and have some rules:
1. i cannot craft leather armor or wooden/stone tools (exept pickaxe).
2.i can only make a bed out of brown wool.
3.no strip mining, only staircases.
4.i cannot cook any food.
5.half of the ores/mining materials i find i must get rid of, or not use.
6.no taking materials/food from viliages.
this usually adds a little more challenge to my game.

But thats not making them more difficult to find. Your missing the whole point. I want to have to explore the whole map to find things not spawn, turn and punch a tree then dig 3 blocks down and already find stone. Then 10 blocks away i find a cave, now i have coal and full iron armor within 5 minutes.

I was at E3 and managed to talk to some 4J reps or devs, and while they didn't really give me any news about any new updates, and trust me I pushed hard for any tidbits I could get, they did assure me that we would see an additional mode of play, and they were very keen on the idea of allowing users to set various variables that would influence world resources, as well as mob health/damage, and including options to turn off regeneration, different weapons, and unique blocks such as anvils, enchantment table, ect.

Your only options in the meantime is to accept arbitrary rules, create a world in creative or clear a survival world.
Since you have stated you are not willing to do any of these then I think this discussion can come to a close.

Want it even tougher? Play superflat survival and turn "generate structures" off so there are no villages. In that case, you may want to turn on the bonus chest though; but then make sure you don't ever exit and re-enter the world during the play session... just so that you're not just generating new bonus chests for the loot. You may eventually get some saplings in the bonus chest so you can start to grow some trees and get some wood tools... but you'll have to survive without stone, period... or water... or the nether... or lava... or the end.
You need to check the seeds forum. There are some brutally difficult Ocean biome seeds that should give you a run for your money.
survival island is easy dude...i started a survival island a few days ago and now I expanded it at least 100 blocks in all direcions with dirt found underground and underwater and have a stack of diamonds and cured 2 zombie villagers and have a handmade village big enough to spawn a iron golem, and i have a massive forest and a mob farm in the sky that drops mobs to half a heart for easy exp and music discs. only thing is no sugarcane, but i found more than enough books in the satronghold and my island is so big that it spawns at least 3-4 endermen a night..already beat the dragon. and i have a large mushroom farm for unlimited stew, a large carrot farm, and a large potato farm all from zombie drops. there was a small mushroom island close by the spawn island where i got my 2 mooshromms at.

Like HellKat said, you can get bows from skeletons. To mine iron, you would have to find tnt (In desert temples) or lure creepers to veins of iron, and blow it up to mine it.
You could also kill the dragon with snowballs, if you can find a shovel.
you can also find iron in blacksmith/dungeon/mineshaft chests

Set a building goal then... A western town (all wood, no stone). As a sandbox game, the game is about successfully completing a goal you set, so you up the difficulty the more complex you make your build goal. You want the developer to force you into a harder game... and you're missing out on the benefits of challenging yourself to do more.
The other possibility is that you're not looking for a game to play, but rather a programming tool for creating a game yourself... which is not really, I'm sure, what the game developer intended Minecraft to be... particularly on a closed system such as the Xbox. Also, such programming tools generally cost more than $20.

yes you can make iron armor, but its up to you if you want to dye wool, i dont but you can if you want. also you dont have to through the materials away, just put them in a chest and not use them. those are just rules i made for challenging survival, you can add or take off rules. its totally up to you.
This got me a few ideas on hard mode
some modes can be....
1. Only mine resources that you have the required tool for[ax=wood,pickaxe=stone]
2. Try to play a hardcore variant, that if you die, world=deleted.
3. no diamond anything!
4. Farm food only, wheat, carrots....No bonemeal!
5. No mining: use creepers to get resources!
6. all of the above at once!
A lot of good suggestions in here but most require you to be disciplined enough to not use something you have access too which is a limitation of the Xbox.
I know this is the Xbox version but I'd suggest using the PC version and trying the "Better than Wolves" or "Minecraft is too Easy" mods. If those are too easy then move on.

You can also look at the sky. And the slimes. Or if you find a blacksmith, you can plant a few saplings, or make some lakes.
