It has rained almost every night for so long and I can't find any ender men to kill for ender pearls.
Are there any other ways to get ender pearls?
Chances are you have other biomes in your world. Find some desert and set up a small sniping platform with a roof that is slightly smaller than the platform and a fence (with gates on all 4 sides) around the base slightly larger than the platform and a quick way up and down to it (I use ladders). Also have a smaller roofed area at the base. Then, climb up on the platform and make eye contact with an enderman (the raised platform lets you lure them in this way even from a distance). If they come to the top platform, just keep under your roof and take swipes at them. If they go to the base of the platform, quickly climb down and, again, take swipes at them while standing under your roof. The fence will keep the creepers, zombies and skeletons from rushing into your "yard" so you won't have to fight off as many of the other mobs while you concentrate on the endermen. You should be able to collect enough enderpearls to get into the end in a few short nights.

The villager that trades ender pearls is the village priest. This is the one in the purple clothing. i actually have a priest right now who is offering ender pearls on my current world, which is pretty lucky for me given i have not worked on my world very much.
I don't quite remember but i think that villagers only offer the same deal about 11 or 12 times, so this is most likely not going to be a permanant source for you; but once you pass that point with that specific villager, they offer more deals so you might get the pearls offered.

Each eye of ender costs 11 emeralds each. They're expensive, so I think it makes more sense to fight. And like Up_Up said, just find a desert

I just hit the endermen really fast with the sword and they cant teleport away. No need to built a fort lol

I have traded like 50 times to the same villager for xp potion. In my experience they will restock all items if you trade for the last item.

It's a platform, not a fort... maybe 4 x 4 up about 7 blocks or so with a 3 x 3 floating roof and a 5 x 5 fence around the bottom. Nothing fancy... takes all of 2 minutes to put up. The advantage of getting up higher is that you can make eye contact and lure endermen into you from a greater distance and get more of them in a night.

I dont have any trouble getting ender pearls on hard difficulty. I always run across a ton of endermen while im running around. Plus i get a ton of eyes of ender from trading.

I think some of it depends on the seed. On some I play, they are hard to avoid and other other seeds, I have to work a little to spot them.
gold swords get the best enchantments so I put 30 levels on a gold sword (gotten from zombie pigman) and get looting 3 about half the time. That will give you a better chance of getting more pearls from endermen. I also hunt with 4 dogs. Their constanting biting make it harder for the enderman to teleport. I have learned to NOT use a sword with fire aspect. It lights the endermen on fire and they teleport away to die at unknown locations. I killed 6 endermen with fireaspect and didn't get a single pearl.
build a LARGE .(like 40x40x4 ) (40 blocks by 40 blocks and 4 blocks high) dark room with no torches in it like 200 blocks in the sky. Since its dark and so high up, when you stand on one side of the room they will spawn on the other, and its so tall endermen can spawn. just bring a bow for creepers. endermen any time of day and any kind of weather

Oh cool. I haven't found a villager trading them yet. Do the villagers change what they trade after a certain amount of time?
I believe they do change what they offer after a certain amount of time. They also will run out of a specific item to trade you if you trade for that item enough and will change what they offer at that point. From what i've seen, It's usually the priest that offers the Eyes of Ender and wants 8 emeralds in exchange.

Incorrect. I have traded wheat with the same villager several hundred times. What happens is that after you make the same trade 3-7 times your villager will temporarily stop offering that trade until you "refresh" his trades. You refresh a villagers trades by trading the very last item on his list of offers (if this list is long enough, you might have to scroll to the right to see the last offer) once, then close the window and wait for particles to appear around the villager. When you reopen the trade window he will be offering all previouslly offered trades again.
One side note about "refreshing" trades though: every time you refresh a villager's trades you have a chance one of the following also happening: he might reduce the price of one of his previously offered trades, he might add a new offer to the end of the list, the enchantment offered for an enchantment trade might change (this includes enchanted gear and enchanted books).
Also, only Preists offer Eyes of Ender (not ender pearls). The price they trade for varies.

I have gotten ender pearls and eyes of ender from priests. The eyes of ender are alot more common.

I don't meant to be rude, but I honestly believe you were mistaken. I have done far too much trading with villagers on XBox to not see all possible trades with all villagers types at this point. I have unlocked all possible trades on each of the 5 villager types on one of my maps and ender pearls are not a possible trade.
All of that being said, I could be wrong (happens often enough). Would you be able to post a screen shot of your villager offereing to trade ender pearls?

Thanks, I probably spend more time underground than on the surface. I have just now managed to get a clear night outside so hopefully will find some.
You can get them through villager trading.

I always play hard survival.

The pictures here http://www.minecraftforum.net/topic/1407050-minecraft-villager-trading-charts-and-dye-crafting-guide/page__hl__%20villager%20%20trading are consistant with what I've seen offered.
