Ok I am trying to build a large animal farm in Survival and I've succeeded in building most of it I have 34grown cattle and 16 pigs. But I am having trouble actually breeding, I keep hitting the limit before I'm finished I'm almost certain that the limit is based on a max number of mobs per chunk but 2 of my breeding farms are in different chunks, can anyone suggest a minimum safe distance to allow maximum breeding?
The maximum is global, not per chunk. There is a way around it, but it's temporary and has to do with the fact that when you first re-enter your world only the chunks around you load then as you walk around more will load. Unlike the PC, however, they don't unload, so once you load them, the animals in those chunks contribute to the limit. If you haven't loaded the distant chunks yet, the game is "unaware" of them and will allow you to breed over the limit. However, if you load those chunks while you are over the limit, some of your animals may despawn (even though they can't move 20 blocks, etc.) in order to bring the world back to within the limit.

But isn't there a bug that sometimes occurs where u hit the limit prematurely?

While there are numerous posts about people having various types of difficulties with animals... I can honestly say I've not been able to trigger them.... and I've tried. What I described above, I have tested out in superflat worlds. The problem with the idea that you're hitting the limit prematurely in a regular world is that you can't possibly be accounting for all the possible wild animals in your world that may have spawned in circumstance where they can't move the requisite 20 blocks in order to despawn on their own. These animals count towards the limit. If you go out, find and kill them, most people find they can breed more animals.... until the game happens to spawn more wild ones in similar circumstances... and you have to go out and kill them yet again.
As UpUp mentioned, wild animals that can't move more then 20 won't despawn, these can prevent new wild animals from spawning and they can prevent you from breeding.
The best work around to this is to go out and kill as many wild animals as possible (animals stuck on the sides of mountains should be your main targets) then breed your animals to max population quickly after killing the wild animals. Keeping your animals at max population at all times (unless you want to regularely search your world for wild animals) will prevent this problem from happening again.
Yeah I ran into this issue myself. Only able to keep 12 chickens after that I hit the limit. Considering the villagers want 15 or 18 raw chickens for a trade I find this low limit a bit frustrating.

Thats definitely not the limit. You must have stuck animals somewhere on your map as mentioned above. Kill them then breed your chickens.

On one hand, there are numerous people also complaining that the game is too easy... consider it a challenge. It IS a game afterall.
