So I have my Endermen farm set up, and I am trying to get a Silk Touch enchantment on a book.. so far I haven't gotten it :/
is there a certain level I have to be to get it? or is it possible
Just keep on plugging away. Enchanting books is tedious and a very long process but you will eventually get silk touch. You actually have better luck enchanting a tool to get silk touch than a book since books have very low enchantibility. The only reason I would attempt silk touch on a book is if I was trying to apply it to shears so I could collect cob webs. In that case you would almost have to also apply an unbreaking III book to it as well just to try and make its life longer. Plus, a silk touch book is hard to get so I would pay close attention to what I put it on!
Out of 70 books I have enchanted I got 1 silk touch and no unbreaking. I would try to enchant tools first because you can get multiple enchantments then add more enchantments as needed with books.
Its rare enough to get it on a tool, and it will be even rarer on a book. Like Baldur said, you have a better chance getting it on a tool. A level 18 enchant will be good enough, and if you don't like what you get, you can always do the save-reload method
I have a villager whom offers a silk touch enchanted pickaxe for 20 some emeralds, think 24. I have another whom sells silk touch books. Thats another area to target if your still having problems getting the enchantment. Granted it took quite a few villagers before I managed to attain these.
I assume OP wants silk touch on shears. I also am looking for a silk touch book for that purpose. I have enchanted over 100 books and still haven't gotten it. We can do it OP, don't give up!
FYI, from what I understand enchanting a book at any level between 14 and 30 gives you roughly a 1.1% chance of getting silk touch. That means that in a perfect world you'd get 1 silk touch book out of every 100 books enchanted. However we don't live in a perfect world and chances don't quite work that way, you might have to enchant a few hundred books before you get one with silk touch.
Also, even though the chances are roughly the same between levels 14 and 30, at level 30 the other enchantments you get are better then the enchantments you get at 14, due to this I usually just enchant my books at 30. This is how I've aquired 5 feather falling IV books, 4 respiration III books and too many high level sword and armour enchantments to count
I found a silk touch book in my jungle temple chest. Very lucky, as I bet that they are very rare finds as Herndiddy says. I personally hate enchanting books. Seems like a huge waste of time and levels, at least the way it fits with my gameplay. Enchanting the tools and weapons directly is so much easier, and although the super-weapons are very cool and powerful, repairing them is a bear. All that said, silk touch shears are sweet, and worth the effort to get. Best of luck.
Just like everyone else said, silk touch is extremely rare. But if you use it on a weaker tool, then your chances of getting silk touch increase. For example, a diamond pickaxe has the least chances of getting silk touch, but a wood pickaxe has the most. You could try using an iron pickaxe if you can easily repair it, and the minimum level of which it is possible to get silk touch is 7 xp levels. I've had this issue before and it is really annoying when you need silk touch but it seems impossible to get.
Wood does have a higher enchantability than diamond but gold has the most out of all material. Of course, having 30 some-odd uses by itself, gold is almost a waste even with max level enchantments.
alright, thanks everyone.. I have enchanted about 2 double chests worth of books, and still no silk touch.. I might give up on it.. because I don't know if there is anymore spiderwebs around in my world.. I was gonna place them in a friends house where he spawns in when he re joins haha

That's funny. Just be careful to not prevent him from spawning in the house because I don't think you can spawn in cob web. You don't want to spend all that time filling the house with cob webs and then have him spawn at original spawn because his bed is blocked or missing.
