It definitly does not work for him when not connected to the internet. It might be a bug or might be a feature of the download, I don't know. I would think like you said that he would be able to use it without internet. Weird.
its definitely not a feature could be an xbox live issue with it not confirming the use of rights unless they are online. have they transferred their profile, the dlc, or the minecraft game itself to another console? they should delete the dlc and re download it.

Looks like fussing about minecart speeds has paid off. 4J tweeted this morning that cart speed will be doubled in TU13. Just hope it doesn't break anything else.

That's great news! The way I looked at it was that faster minecarts should always have just been a console minecraft exclusive feature. Now it will be!
personally dont agree with making minecarts fast again, they were too fast to start with too fast to enjoy the journey.
It would be nice if you had some other block that could be used to alter the speed to either keep it normal or make it crazy fast.
that would keep both camps happy
something along the lines of a repeater where the ticks would adjust the speed accordingly.
like an inverse comparator I guess.
This is where people whom want it slower should actually space the power rails further apart. It is all about where you place those gold rails. Also note that slabs slow down the speed about as much as excessive corners & turns. that is slabs along the side of rails. I for one am glad for the boost. It may not be as much as the original, but that is not what I personally was wanting. After all the original I believe was 3-4 times faster or something like that. I really don't know.
Either way having a new rail or something like that, in what you are suggesting, would be a nice addition. A brake rail per say; that would be used to slow down carts. The power rails cause carts to stop, but these brake rails would be nice for the fact they will only slow down to normal speed, and keep it steady at those speeds. I could see something like that used in a park in which to get from place to place needs to be quick, but when at a location to view slow down so people can see the scenery or what ever is being presented.:D

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
One of my friends doesn't have a really great connection, so the carts going too fast would have him basically riding empty chunks most of the trip. So we tested out various rail arrangements and found that a pattern of twenty regular rails, then a detector-powered-detector and then twenty more and so on gave a good balance of continuous momentum while still allowing chunks to load.

Thanks. We prefer the Detect/Power/Detect over redstone torches, it just looks more natural. And I'm super glad they're increasing the speed again, I liked making monorail lines in my worlds.

Mostly we do survival peaceful. It takes some time but I prefer the compromise of doing things myself while still not having to worry about hours of work getting blown up lol.

That's the point of this thread, for those who are unable to follow or to keep up for one reason or another this thread offers a convenient location to catch up and find information. We can't all pay attention 24x7 and sometimes we just miss stuff, for instance:

I follow 4j on twitter and I saw none of these and I check my feed multiple times per day. It's real easy to lose stuff.
twitter is a hellish thing. I wish they'd use a real form of communication. If only there was some kind of discussion forum for Minecraft 360 Edition!
Lol. I agree. Twitter doesn't work. The forums don't work very well; and even putting info in Wiki's doesn't help that much it seems. I think this is, in part, a general pitfall of the "open-ended," "decentralized information" environment that prevails online in general nowadays (and a desire by corps to curtail their costs by scrimping on customer service departments/staff).
IMO, there should be some return to a semblance of "official" customer service provided by formal company representatives... or at least a link where people can file issues they are having with the game directly with the company privately and get an official response from them. Also, the in-game instructions/tutorial should be expanded to include things like how to change the basic controller layout and settings.
(Maybe I'm just getting tired of answering and re-answering the same issues over and over and over again... and then watching those responses fall off the front pages, so the next new guy with the same old issue just starts another new thread or the newly discovered bugs don't get 4Js attention just because they get buried amid multiple reports of the same o same o stuff.)
*On a side note, sound effect fixes are noticeably absent from the change log, which is somewhat disappointing to me. I can't explain why, but the sound effect bugs are extremely annoying to me. As pointed out in the bug thread, they are aware of the sound effects issues, so if they aren't fixing them now, they must not consider it very important. [sigh] Oh well.*
