Its very easy, create your portal in the over world, write down the x,z cords of the two blocks on the ground, enter the neither, check your cords again, for a perfect link the two cords in the neither should be your over world cords divide by 3, so suppose your cords were (279, 431) in the neither it should be ( 90, 144). Ensure that its very very close to a perfect link. With that done your half way done.
Because cords are divided by 3, we have to move at least 3 spaces (preferably more, about 6 in the over world, along either the x or z direction. This is where you will place your second portal, but this time build it where your platform is, bearing in mind that it has to be at least 3 spaces away from your previous portal along either the x or z axis, you probably want about 6 to 9 spaces away from the previous portal. When your finished building it (remember to write down the x,z cords) enter it, you will most likely enter the neither at your first portal. All you have to do is build a second portal matching the x,z cords of the second portal you made in the over world, which will just be a few steps away from your first one. if you done your math right, they should link up.
