I am almost entirely sure that the tutorial world is the same no matter what texture pack you use. The only other worlds you download via XBox are the worlds that come with the mash-up packs, but those are not called tutorial worlds (they're named after the mash-up pack they came from).
Also, to directly answer the OP, no, you cannot play the worlds in the loading screens for the various texture packs. I do not know if this applies to mash-up packs
The textures in the tutorial world change to match whatever texture pack you can apply when you reload the world (which is the same as reloading any world that has already been created). Many people get confused about the "Play Tutorial" button vs. loading a previously created "Tutorial World" game save. Once you have gone through the tutorial, a saved tutorial world plays exactly the same as any world seed... you just get the bonus of having the tutorial builds in that world.
The same also applies to the mashup pack worlds... just with a bit of a flip flop on the names. For example, clicking on "Mass Effect World" will create a new copy of the Mass Effect world that contains the Mars base. After you save this (provided you have bought the mashup pack), you can reload that world by selecting "Mass Effect Save" from your list. You can also load the "Mass Effect Save" in the standard textures or any other texture pack... it will just look weird because the blocks in the ME pack are quite a bit different than the other texture packs.

But...
When loading a level using the city texture pack, the loading screen shows a city level.
Is that available to play on the game?!
Or is it just something the developers put in to just view while a game loads.
I believe the loading screen is the tutorial world. So that should be the tutorial world with the selected texture pack.
