I have 18 stacks of leather without really trying or using Looting III.
Try making a library on the PC where animals do not frequently respawn before complaining here....

It's really not that bad. After a point leather became almost useless before, unless you prefer leather armor over iron/diamond. I think it's a good change.
I always have a ton of leather... How is that even difficult to come buy? I find the paper harder to come by unless you build a massive suger cane farm.
This isn't too bad, really. As others have pointed out leather becomes a bit useless almost immediately in-game. Instead of tossing them in to the ocean, as I used to, I'll actually have some use of them..
I clearly just never farmed cows, even starting to I have just scraped the leather together to make the books to surround my enchantment table, oh well better get a bigger breeding operation going I guess.
Your best bet would be to go on a genocidal cow killing spree to stock up on leather for future use. The stockpile of meat couldn't hurt either if you're a survivalist.
I have had as many as 2 leather drop from a single cow... I honestly think its a mix between meat and leather with a total of 2... I have had 2 meat, 2 leather, 1 of each and singles of both items...
Cows drop 0 to 2 pieces of leather and 1 to 3 pieces of raw beef. If you are playing solo survival and have a base in the plains cows are plentiful. But in multiplayer and if in different biomes it can become a real bottleneck for making bookselves, books to enchant and item frames. I stopped using leather armor just to save leather for books. That being said I think the balance is good. Requiring leather for books adds another level of difficulty to survival.

I killed 6 cows, and got 2, I havent had it anywhere near the 1 for 1 you are mentioning there.
