Now I'm wondering if the height of one on my 'villages' was a contributing factor to the villagers not breeding past 35. I don't know if that's even a valid argument though. The highest village I had was up around 170ish. Oh well, I have already dismantled half of my iron farm and have a sizable trading farm. I still haven't gotten a full set of 50 villagers but I think I will give it more time.

Most definitely! At least before TU 14 nothing would spawn above Y128 - I believe that includes villagers as well. Not sure if that has changed now.....
Edit - I know because I was going to be all smart and build one "village" of my iron golem farm at ground level (about Y76 in my case) so I could get away with minimal digging and then simply stack the second one on top 60 levels up - only to realize that iron golems won't spawn at that level. Then I had the joy of digging out a 20x20x20 area to rebuild my first village, then rebuild my second village.

Iron golems do spawn up there. My farm was a two cell variant of JL's 4 cell design. I had them stacked on top of each other. Iron was flowing in.
Villagers could spawn above 128 in TU13. It was only hostile mobs that wouldn't spawn above 128..... which is fixed now! YAY

both iron golem and villagers have been able to spawn all the way up to the top since they were able to breed.
