They're called Charged Creepers and they happen rarely when lightning strikes a Creeper. They don't spawn like normal mobs. Also, it's spelled nuclear.
They are found on any difficulty, and as Urban Blackbear already said are created when lightning strikes near a creeper (3 to 4 blocks).
Charged creepers are 50% more powerful then TNT, and slightly more then 2x more power then a normal creeper in both focus and radius.
DocM77 managed to create 14 charged creepers via a sky mob farm which used iron golems to filter out zombies and skeletons. It must have been quite the impatient game of waiting for him, but rather impressive.
I don't understand what you mean by your world is now usless as the its highly unlikely that a signal charged creeper did enough damage to render your world usless.
Below is DocM77's video, yeah its PC, but I have managed to replicate for the most part the workings of the farm, just remember to stay below the 128 y mark right now as mobs won't spawn above 128 for now.

Create a sand generator, there is usually lots of sand at the bottom of rivers and oceans. You only need a few to start producing sand on a massive scale.
My first thoughts when seeing the title reminded me of Uncharted Territories 3 map. As that is the only place I know of an actual nuclear creeper among other things.
Then when reading, realized it was about the charged creeper which exists however rare it may be to get. Not as rare as you would think if you have a setup built to go about getting one. Like the Docm77's video above. There are many designs, but they all have one thing in common, and that is sorting the creepers out. Which can be done now for the most part with ocelots.
Well that and waiting for a storm each time. Lot's of patience sometimes....

Yeah watch all panda's LP's, he does some pretty crazy stuff, the dude can take on just about anything using anything. His recent cobra invention forcing the insertion of 4 skeleton spawners into his world, (fully legit) is awesome. As well he has some pretty crazy inventions using the wither which we are likely to get soon, and thus well worth a watch. Etho may be good, but panda is LEGENDARY.
