Because It doesn't make sense to pay money for something that cost money to make.
Their not asking for much and texture packs and character skins support 4J in order
to keep things up and running nicely. No one remembers when the forums CONSTANTLY asked
for texture packs.
^ Considering how it's made ,and I don't think the XBOX 360 can handle it.. 4J is nice enough to at least give us texture and skin packs for some money. If they wanted they didn't have to have them for sale. Like Halloween pack they gave it for free. Let's be grateful that we can get these things for the Xbox. PC can handle much more then the Xbox can..

1) These TPs are not made by the PC community.
2) Although the PC TP writers cannot, by virtue of an agreement with Mojang, charge money directly for their TPs, they are not precisely free. Rather they are paid for by the advertisers on the various TP websites (and these advertisers most certainly get reimbursed for their advertising bills buried in their price for the products they are selling in their ads). It's a different business model, but there is still no free lunch.

Why do people keep comparing the xbox edition like it was minecraft on the xbox; when in fact it is a different version like PE being a different version of the game. I have never played PE, but have both pc and xbox. I at least am grateful that we are getting what we are, considering...

I love all the texture packs, mashups, and skins we have gotten. Sure I have only bought a select few, but I do enjoy all the ones I was able to buy. The free ones are just a bonus.
On the pc, sure they are free for us, due to what up said... but in those I mix and match constantly, if not modify to my own taste. There is a bit more freedom on the pc.
Which do I like best? neither, they are their own separate editions of the game.

The thing is, you can't literately get the same thing on PC.
A lot of those Texture Pack creators are also young teens / adults between the ages of 13-25. While something as simple as thinking that just getting paid is enough, Microsoft does not, and has not allowed a 3rd party develop for any current game that was not the publisher themselves. Microsoft's License program for developing / working on the Xbox 360 (and now One) does not include developing DLC for existing games on the market.

The community 'could' charge for their TP's on the PC version... and then those same members of the community 'could' be sued into submission for illegal copyright infringement due to unsanctioned modding of existing code. Mojang allows players in the PC community to Mod the Game and share their content freely, but that does not mean that they have given permission to sell those mods for the PC platform, and doing so would be a clear violation of the ToS.

The PC TP makers gained access to the PC Minecraft code via a modding agreement with Mojang that stipulated that they could not charge for the mods, etc. created for the game. Since they enter into that agreement, they are obligated to live up to it. They do get "compensated" for their work (as mentioned) by the advertisers who are drawn to the popularity of their websites.
Putting such an agreement in place was/is Mojang's right as creator of the game/API and owner of the code. Mojang (along with 4J) entered into a diffeent agreement with Microsoft in order to get the game onto the Xbox. Microsoft does not allow the creation of unauthorized third-party software for the Xbox as part of their security protocols. Therefore, Mojang and 4J cannot allow itself to be used a conduit PC modders and TP pack creators to get their unauthorized programs onto the Xbox. 4J, on the otherhand, is authorized to write TPs for the Xbox Edition, so they can and they can charge for them as well.
If you think that living up to a legal agreement is "asinine," then I feel sorry for you when you try to do business with others in the future.
Will there ever be a day where certain people realise that the PC version and 360 version of Minecraft are two separate games and just because the PC has certain features and free items, this does not mean that the Xbox version is entitled to these as well.
At the end of the day if you can't afford the $2 - $3 texture pack then you probably shouldn't be playing Minecraft as you most likely stole it because you were too poor.

People, people: I am not comparing Xbox 360 Minecraft and PC Minecraft. I am saying that you pay for something on Xbox 360 that is the same exact quality as something that is free on PC. It doesn't make sense. I could understand if the texture packs they offered were amzing, 256x arts of work. But they are pretty much the same as any other Skyrim, medieval, ect. texture pack you could get on the PC version of Minecraft. And there have been plenty of addons/bonus downloads that have been made free on xbox 360. Why cant they just do that? Are they really trying to make money that bad? It's not like they are even worth the 2-3 bucks.

No, it has nothing to do with money. But rest assure I most likely make more money than you, if you're even out of high school. And that's not being vain or an attempt at bragging: I'm going at that based off of the average dollar per hour wage made in America and comparing it to my own. Assuming you live in the US, of course.

Because Notch and Mojang didn't MAKE those free texture packs. Fans did and Mojang couldn't/didn't stop them.
The 360 doesn't allow fans to manipulate the files, so the fans can't add/make texture packs for it.
4J did the work to make the texture packs, so they have a right to charge for the labor they spent doing it.
