This is my first time on these forums, so please bear with me. Ive been toying with the thought of building a large scale modern city for some time now. The idea(s) I have are either doing:
1) A large scale city on the entire map. All the scenery, land layout, everything. Having a type of interstate/highway set up along with roads connecting to various sections of the city with rural residential areas along the outskirts.
-OR-
2) Multiple(2-3, 4 tops) "smaller" cities connected by a interstate/highway system.
What I would like and greatly appreciate help wise is figuring out which of the 2 options is most optimal with the best appearance possible. Alongside with what and where may be the best starting point.
What in terms of structure wise. Where in terms of being on the map.
I have some basic ideas for my building structures, as I've toyed around with ideas.
Any and all discussion and help is much appreciated.

I play nightly, all hours of the night. Sometime throughout the day I'll be on as well. I'm on central time as well, if it makes any difference.
Personally... I think the xBox 360 environment is too small to support multiple cities... you're limited to about a 850x850 meters of terrain as it is. maybe 2-3 smaller villages with some outlying farmland, but if you are looking for an urban feel, you will probably want to dedicate the whole terrain/map to your city.

i have a big world where we did this. it was basically smaller towns or villages that were connected by roads and then we would build things in between, add on to the towns and add even more smaller towns or areas. we never stopped adding and were building new things every play. all in survival at that.
if you need ideas on what to build, i have a list of all the structures (some pictures too) in the community thread in my signature.
i have a group of people i play with and we always make towns or cities on whatever map we play. its fun and theres always a project to work on and new ideas to brew up when you are offline. i would be interested in helping you but i dont play creative mode.
As GregNelson points out, the game world's a bit small for a true modern city built to scale. But i've seen pics of nicely done cities on 360, so an adaptation of a city to xbox can work just fine.
Stuff to consider:
make a list of all the building types you'll need (how many houses, sky scrapers, apartment complexes, etc)
Get a sense of how big each of those needs to be in MC scale (rather than real-world scale, it just needs to look right in MC).
When you know the kind of foot print each building needs, you can plan for how big to make city blocks, streets, etc. That will go a long way to building up a city.
Also consider how you'll handle terrain elevation changes. Your city will look like crap if it's built on super-flat. And it's kind of silly to level a world so it's flat. So you need to be able to meld your city into the terrain some (though you will also change the terrain in some places).
Consider building your city with the small parts first. The residential district. Then next to that, the shops/downtown. then industrial. As each district is allocated (and mostly completed) in sequence next to the other, you'll get an organic, but organized feel. You'll also be more able to adapt to the land, instead of plotting everything out before you ever being construction.
If people are interested in doing this, but aren't interested in creative mode, I'm more than willing to do it on survival as well. I just enjoy the thought of doing something large scale like this with like minded individuals. The few people I play with dont get on often, or stray off from designs and ideas to blow things up or just be destructive in general. Sorry for taking a while to respond to these posts. I really do appreciate all the input guys, then you. Alec, I sent you a friend request as well.
I'd advise doing it in Creative. Use the right tool for the job, and since the core goal is to make a large city, Creative will expedite getting materials and being able to place them quickly.
My bias is, I don't like grubbing for materials to make large builds. That part isn't fun to me.
It's your world, do it the way you like to make large builds (survival or creative)
